Firefox OS has been on the horizon for a while now, and Mobile World Congress in Barcelona saw the first device partnerships announced for the fledgling mobile operating system. Though not showing any hardware in Barcelona, a press release was issued detailing Sony's plans to release a Firefox OS powered smartphone in 2014 in partnership with Telefonica.
What we have here isn't quite a Sony Firefox phone, not by any stretch of the imagination. But, what it is, is a working experimental build of Firefox OS for the Xperia E. In line with their plans to develop devices carrying the software, Sony hopes that interested developers and early adopters will take a look and garner valuable feedback.
The key thing to remember is that Sony has released this as an experimental developer ROM. It isn't meant to be a daily driver, although from the promo video we see here it looks reasonably functional, with even the camera app working properly.
We know some of you kids like playing around with new stuff -- our own editor-in-chief Phil Nickinson played with an early, early build of Firefox OS -- so if you happen to have access to an Xperia E and try this out, be sure to share your experiences with us.

Unemployment probably won't reach the 6 percent level until 2016, Federal Reserve Chairman Ben Bernanke told Congress on Wednesday.
Bernanke, who is delivering a second day of testimony on Capitol Hill, continued to defend the central bank's easy monetary policy and warned Congress against letting looming spending cuts take place.
"There still seems to be quite a bit of unused resources, people that could be working, capital that could be used and is not being used," Bernanke said of the economy. "We believe the monetary policies that we've conducted have helped get stronger recovery and more jobs than we otherwise would have had."
Bernanke said that based on Fed estimates, "we've helped create many private sector jobs, government jobs to support the economy quite significantly."
With the jobless rate in January at 7.9 percent, Bernanke said his "reasonable guess" would be that it will take three more years before the unemployment rate reaches 6 percent. Late last year, the Federal Reserve said it would keep interest rates low until unemployment reached about 6.5 percent.
Bernanke also sees little risk of a spike in interest rates in the near term but did warn of the potential economic damage from the automatic spending cuts that go into effect on Friday.

The Fed chairman advocated a gradual approach to dealing with the country's fiscal problems. "The more gradual this is, as long as there is offsetting changes in the further horizon, the less the immediate impact will be on jobs and growth in this recovery in 2013," he said.
"I think there is some cost to the economy of these repeated, I won't say 'crises,' but these repeated episodes where Congress is unable to come to some agreement and therefore some automatic thing kicks in, I think that's on the whole not a good thing for confidence."

CARACAS (Reuters) - Most Venezuelans expect President Hugo Chavez to recover from cancer and return to active rule even though he has been in hospital and virtually unseen for two-and-a-half months, a poll showed on Tuesday.
Local pollster Hinterlaces said 60 percent of interviewees believe Chavez will be cured and back to governing, while 14 percent think he will recover but be unable to rule again, and 12 percent view his state as incurable.
Chavez, 58, underwent a fourth operation for cancer in Cuba on December 11. Last week he returned to Venezuela and was whisked to a military hospital in Caracas.
Apart from four photos of him in hospital in Havana, the socialist president has not been seen or heard in public, with even friend and ally Evo Morales, the president of Bolivia, unable to enter his room on two hospital visits.
The surprisingly optimistic view of Venezuelans - in contrast to a more pessimistic consensus among diplomats and analysts that Chavez's 14-year rule is probably nearing its end - came in the presentation of two recent surveys by Hinterlaces.
"Far from weakening 'Chavismo,' far from reducing the popular support for President Chavez, his absence and illness have strengthened the bonds of affection and identification with the president's ideals," Hinterlaces head Oscar Schemel said.
Previously released results from the same surveys showed that if Chavez is forced out, his vice president and preferred successor, Nicolas Maduro, is favored to win an election in a possible match-up against opposition leader Henrique Capriles.
Hinterlaces gave Maduro 50 percent of potential votes, compared with 36 percent for Capriles.
The opposition leader has publicly accused Hinterlaces of pro-government bias, and political polls in Venezuela are notoriously controversial and divergent.
The survey also showed that 60 percent of people view the devaluation of the bolivar currency earlier this month as negative for Venezuela. But the government otherwise scored high marks for its social welfare policies and ability to improve lives.
Accused by the opposition of lying and putting a gloss on Chavez's state, officials are urging Venezuelans to be patient.
"The president has the right to take whatever time he needs to recover ... We have the patience to wait for him, to understand him and to accompany him in his battle for life," Foreign Minister Elias Jaua said on Tuesday.
"We can't succumb to the blackmailing of the right-wing - and its cruelty and inhumanity - which is clamoring for the president to appear, to intervene, to be sworn in right now."
Chavez missed his scheduled January swearing-in for the new, six-year term he won in last year's presidential poll.

Florida defensive tackle Sharrif Floyd said last week at the NFL Scouting Combine that he?s ?been getting ready to put on a show here.?
He did just that this morning, running a pair of sub-5.0 second 40s at nearly 300 pounds. The question now becomes, would it qualify as a show he wants to watch?
While Floyd?s ability to rush the passer and his athletic talent will make him a high pick, he raised more than a few eyebrows during his media interviews, when he admitted he wasn?t much of a football fan.
Asked the fairly standard question of which player he modeled his game after, Floyd replied: ?I haven?t really watched the league in a long time. I first started watching it in 2007, but I did get to know Ndamukong Suh in 2010 so we have a good relationship and I?ve watched him play a couple of times.?
That?s right, a possible Top 10 pick in the NFL Draft only started watching football six years ago. And it?s not as if he?s one of the foreign-born players from a land where football wasn?t readily available around the clock. He grew up in Philadelphia, a place where there seems to be some degree of interest in the NFL.
Asked to elaborate on the fact he didn?t watch football until recently, Floyd said ?The first game I ever watched was the Super Bowl when the Colts won it in 2007.?
?It wasn?t that there was no interest, I just didn?t know nothing about it, so there was no reason to watch it,? he continued. ?Even when I started playing there was no?interest in watching it because I liked to play it instead of sitting down and being still and watching a game while all my friends were jumping around and getting excited for no reason.
?It just wasn?t a preference of mine, but now it is so I watch it and play it now.?
Asked what he was watching instead, Floyd talked about the Disney Channel and Cartoon Network.
Don?t get me wrong, as the parent of young children, there?s a good bit of Looney Toons on hand in my home as well. And away from work, I respect people who are well-rounded, and can talk about something other than football.
But a team is about to invest millions of dollars in a man who may or may not like the game he?s about to turn into a career.
We know he?s motivated now, having trained specifically for the Combine to put on the kind of show that would boost his draft stock and make him financially secure.
But how motivated will he be come the dog days of training camp, or a Wednesday practice in November when his team might be out of the playoff hunt?
Will he be watching film of his next opponent, or catching up on That?s So Raven re-runs?
It?s possible to be great at football without being absorbed by it, but it?s probably not the kind of thing you want to admit at a job interview, either.

The report on the "sequester" includes 50 state documents ? plus one more for the District of Columbia ? to show ?the devastating impact the sequester will have on jobs and middle class families across the country if Congressional Republicans fail to compromise to avert the sequester by March 1st.?
But, rather than making the case that the cuts will be devastating, the 51 reports suggest the sequester?s impact would vary widely by state, depending largely on the degree of activity related to the US military. And in many states, defense plays a small role in the economy.
Consider one large Midwestern state, Ohio. The White House report for this state finds that 26,000 civilian employees of the Defense Department would be furloughed, with a new work schedule that reduces their gross pay by $161.4 million during the fiscal year that ends in September.
That sounds large. But, when coupled with $5 million in expected cuts to Army and Air Force operations in Ohio, that amounts to about $14 for each of Ohio?s 11.5 million residents, spread over half a year. Ohio would take an additional hit from a decline in defense contractor work, but that industry (not analyzed in the White House estimates) makes up only about 2 percent of the state?s economy.
By contrast, some states would see much larger defense-related impact from the sequester, either because they have lots of civilian defense workers (Virginia, Maryland) or lots of military operations (Hawaii, Alaska) or lots of defense contractors (Washington, Connecticut) relative to their overall population.
The sequester would also affect a host of non-defense federal activities across the 50 states. Those, also, would be somewhat unevenly dispersed among states. But only in Maryland, Virginia, and New Mexico does non-defense federal spending account for more than 5 percent of economic output, according to research by forecasters at the banking firm Wells Fargo.

HideIPVPN is a personal VPN service that is easy to use, hides your online activity from eavesdroppers, and allows you to spoof your IP address to view content that is restricted to certain geographic areas. VPN technology encrypts all traffic leaving the computer online and ensures data remains hidden from third parties even when on an open wireless network. It has a nice balance of basic features and advanced capabilities, and most users will find the pricing plan that fits their needs.
I downloaded the Windows installer appropriate for my operating system from the website and was up and running within minutes. HideIPVPN supports Windows, Mac OS X, Linux, Android, and iOS devices, which is still unusual in this space. Users can also use the VPN credentials to set up proxy servers within the Web browser and other applications, such as Skype.
Like Private Internet Access, the service also has custom instructions for users interested in installing the service on non-standard hardware, but at the moment the list includes only the Nokia N900 and a network router running the popular (and hackable) DD-WRT firmware. All in all, it is a solid VPN service to consider, so long as you don't need servers outside Germany, the Netherlands, the United States, and United Kingdom. There is also a "Canada-only" plan.
A Refresher on How VPN Services Work
Your Internet service provider assigns your computer an IP address. A geo-location lookup reveals the geographic location of the ISP or the data center containing the server assigning the address. Anyone can perform this lookup and estimate your location. There have also been recent cases when the courts forced Internet companies and ISPs to hand over user information when presented with the IP address.
With a VPN service, users hide in plain sight, as the assigned IP address comes from a server stored in a data center somewhere else.
The service creates an encrypted tunnel between the computer and the destination website or network, and all data flows through that tunnel. Even if you are using a coffee-shop hotspot, you can log into your email or access other accounts without worrying about someone eavesdropping or intercepting data. It's important to remember that the data is only protected while in transit; if the destination site is not using HTTPS, that part of the connection is unencrypted. Anyone who is sitting at that point of exit can see and harvest that information, and there are fairly complicated timing algorithms out there to identify user activity.
Pricing Plans
Similar to many of its competitors, HideIPVPN uses OpenVPN SSL technology to create its encrypted tunnel, although SSTP and PPTP connections are also possible. Users can buy packages giving them access to a pool of IP addresses only in one specific country (United States, United Kingdom, Canada, or Germany) for just $5.99 a month, or buy a bundled plan to access servers in up to four countries, the US, UK, the Netherlands, and Germany, for $9.99.? The most comprehensive plan, including all four countries, is $14.99, which puts it slightly on the pricier end among other VPN services.
Most VPN services block users from using peer-to-peer services or accessing files via BitTorrent while connected. Offenders usually get blocked from the service. HideIPVPN treats the problem slightly differently. Instead of blocking the users entirely, the company offers a dedicated P2P/BitTorrent plan for $7.99, where users connect to Dutch and German servers and start downloading. Users can easily upgrade or downgrade the plan each month.
Users interested in trying out the service before buying can download the trial, which is capped at three hours of usage. It would have been nice to see a more full-fledged trial version, especially since three hours online (that's three hours after creating the account, not three hours of usage) is pretty limiting. The free trial version does allow users to connect to any of the servers in US, UK, Netherlands and Germany, although all P2P and BitTorrent activity remains restricted to Dutch and German networks. It appears there are eight servers available in each region.
Getting Started
I tried out HideIPVPN on a trip, as well as from a local coffeeshop and on our testing network. Performance and the available features are on par with similar offerings, even though some of its advanced features nudge HideIPVPN into the top tier of VPN services.

HP has announced a super-affordable tablet called the Slate 7 at Mobile World Congress today. It's 7 inches, runs Android 4.1, and will cost a scant $169 when it hits shelves in the U.S. in April. Here's a link to their landing page, where you can sign up for availability notifications.

In case you hadn't heard, back in August of last year Twitter changed the rules for their API, limiting developers to 100,000 individual user tokens for outside apps (or 200% of then-totals, if the app already had more than 100,000 users). To say the change was controversial would be an understatement. Falcon Pro, a favorite among Android Twitter users, has hit the limit. New users cannot log into Twitter via Falcon Pro. That includes those who have already paid for the app and are reinstalling for a new device or ROM.
Falcon Pro was, and technically still is, one of the most popular paid Twitter clients on the platform. According to the Falcon Pro Twitter account, only 40,000 users have actually paid for the app, with the remainder presumably made up by pirated users. Apps in excess of 100,000 user tokens or 200% of their original users require additional permissions from Twitter to exceed the limit - so far, Twitter has not deemed any third-party clients on any platform worthy, with the possible exception of first-party clients and acquisitions like TweetDeck.
The developer has started a petition to extend Falcon Pro's token limit, but its success would depend upon Twitter's generosity. Since they haven't changed the policy in the last six months, it's unlikely that even an impassioned cry from users will do much good. It's generally believed that Twitter's new token policy is specifically designed to steer users towards the web interface and Twitter's own apps, which some see as a betrayal of the client culture that helped the service thrive in the first place. While other, older apps like Plume seem to be surviving, it's only a matter of time before growing pools of Android and Twitter users stretch their limits as well. The API token issue has already affected popular new clients on other platforms, like Tweetro for Windows 8.
The separate Falcon widget uses a different set of tokens, and appears to be operational. If you previously used Falcon Pro and switched to another app, you can release your personal token and open it up for one more user by going into your Twitter settings and removing Falcon Pro from your Apps list.
Update: Commenters have noted that users who have stopped using Falcon Pro, or returned it within Google Play's 15-minute refund window, may be artificially inflating the number of active user tokens.

LOS ANGELES (AP) ? The Academy of Motion Picture Arts and Sciences is encouraging celebrities to tweet during the Oscars.
The film organization has expanded its digital outreach for the 85th Academy Awards with a new feature that lets stars to snap photos of themselves backstage during Sunday's ceremony and instantly post them online.
What Twitter calls a "Magic Mirror" will take photo-booth-style pictures of participating stars in the green room and send them out on the academy's official Twitter account. Organizers expect multiple celebrity mash-ups.
The backstage green room is a private place for stars to hang out before taking the stage and is typically closed to press and photographers.
The Magic Mirror is "giving access to fans at home a part of the show they never got to experience before," Twitter spokeswoman Elaine Filadelfo said Friday.
A new video-on-demand/instant replay feature also being introduced Sunday will allow Oscar fans to view show highlights online moments after they happen and share them with friends on Twitter and Facebook. Dozens of clips from the red carpet and the awards telecast will be available on the official Oscar website beyond Sunday's ceremony.
Oscar.com also offers other behind-the-scenes interactive features, including various backstage camera perspectives and a new live blog that aggregates the show's presence across social media. It will track the traffic on whatever makes a splash, like Angelina Jolie's right leg did last year.
The academy wants to make its second-screen experience just as rich as its primary one.
"Social media is now mainstream," said Christina Kounelias, chief marketing officer for the academy.
"We're not doing social media to reach out to young kids," said the academy's digital media director, Josh Spector. "We're doing it to connect with all Oscar fans."

WASHINGTON (AP) ? Just before the March on Washington in 1963, President John F. Kennedy summoned six top civil rights leaders to the White House to talk about his fears that civil rights legislation he was moving through Congress might be undermined if the march turned violent.
Whitney Young Jr. cut through the president's uncertainty with three questions: "President Kennedy, which side are you on? Are you on the side of George Wallace of Alabama? Or are you on the side of justice?"
One of those leaders, John Lewis, later a longtime congressman from Georgia, tells the story of Young's boldness in "The Powerbroker: Whitney Young's Fight for Civil Rights," a documentary airing during Black History Month on the PBS series "Independent Lens" and shown in some community theaters.
In the civil rights struggle, Young was overshadowed by his larger-than-life peer, Martin Luther King Jr. But Young's penetration of white-dominated corporate boardrooms and the Oval Office over three administrations was critical to the movement. Working with leaders within the system, including three presidents, made him a target of criticism by those who wanted a more aggressive path to racial equality.
An appreciation for what Young brought to the movement came after his death in Nigeria in 1971 at age 49. But it was not sustained, said Dennis Dickerson, author of "Militant Mediator: Whitney M. Young Jr."
"He should not be diminished," said Dickerson, a Vanderbilt University history professor who also appears in the film.
A number of schools and facilities have been named for Young. First lady Michelle Obama graduated from a Chicago high school named for him. But his role in economic issues surrounding civil rights has not gotten just due, said Marc Morial, president and CEO of the National Urban League, an organization Young led as executive director from 1961 to 1971. During his tenure the organization greatly expanded.
Young influenced a number of anti-poverty programs such as Job Corps, housing counseling and Head Start, Morial said.
"He was one of the earliest voices who said to corporate America ... that business leaders and the business community had a stake in the development and rebuilding of urban America, but also in the success of civil rights," Morial said.
Born July 31, 1921, in Lincoln Ridge, Ky., Young learned to negotiate with whites from his father, an educated man who ran the all-black Lincoln Institute boarding school, said Bonnie Boswell, the filmmaker and Young's niece.
There, Young's father surreptitiously educated black students to become doctors, lawyers and teachers to escape segregation and poverty while tricking white financial backers of the school into believing he was training the black students to be nannies, maids, janitors and mechanics.
The school campus had been something of a shelter for Young from the everyday cruelty of segregation, but he encountered it head-on when he served in a black Army battalion led by white officers in World War II.
After that experience, Young dedicated himself to race relations. Later he borrowed on the postwar rebuilding of Western Europe to push with President Lyndon B. Johnson his proposal for a domestic Marshall Plan providing $145 billion to improve education, employment and welfare for black communities. Johnson folded some of his ideas into his Great Society programs.
Young overcame the broken relationship between blacks and President Richard M. Nixon to persuade him to heavily support social programs that assisted the poor. Nixon lauded Young's work when he spoke at his funeral.
Young's desire "was to help America live up to her ideals," Boswell said, quoting her uncle.
"He would say, 'I could become more popular if I got off the train in Harlem and shouted bad things about white people, but can I be more effective if I go downtown and help get jobs from white people to give to minorities,'" Boswell said in an interview in Washington with The Associated Press.
Young was able to tell people like industrialist Henry Ford II that they needed to step up and do something about the living and working conditions of blacks in ways that captured their respect, said Nancy Weiss Malkiel, author of the 1989 book "Whitney M. Young Jr. and the Struggle for Civil Rights."
Young was not as visible on the front lines of civil rights protests, but he could say with humor and partly in earnest to members of the white establishment that if they didn't deal with him, they would have to deal with Malcolm X and Stokely Carmichael, who espoused more radical agendas than King, Malkiel said.
Boswell's film airs as the first black president, Barack Obama, begins his second term in office. Obama, whose mother was white and father was black, has endured a racist backlash in his presidency and criticism from within the black community over whether he is doing enough for black Americans.
Dickerson said Young's ideas are a template that Obama has deployed in his own political rise. "That is inter-racialism and an emphasis on corporate relations," he said. "That was Whitney Young's mantra and that's the president's mantra."

Skullcandy headphones keep surprising me. The lineup has definitely kept its sporty, skater-esque stylings, but the internals seem to be improving. The recent Skullcandy Navigator?is a solid, bass-friendly budget option, and the Hesh 2, starting at $69.95 (direct) for models with the inline remote, offers a refined sound signature that is crisp and relatively balanced. Plus, the audio is delivered distortion-free, with an emphasis on mid-range and high frequency clarity.
Design
No Skullcandy product would be complete without multiple style options, paint jobs, and price tiers. The Hesh 2, with no mic and black-on-black design, sells for $59.95 (direct). Add in the inline mic and phone controls, and the lowest pricing is $69.95. Then, of course, you can buy a pair that has your favorite team's logo on it, or one that is covered in hemp. Those range from $79.95 and up.
Given all of the above, it's almost pointless to discuss the overall look of the Hesh 2, since it is basically a chameleon that comes in several styles and flavors. The overall shape doesn't really change, however?a simple, padded headband meets circular ear cups that also protrude outward, taking the shape of globes sliced in half.
The circumaural (around the ear) design of the Hesh 2 can feel a little rigid and awkward, as if the ear cups are a bit too small to fit an entire ear inside them. It's not uncomfortable, really, just awkward?the cups would probably be better served if they were either a bit larger, our more appropriately matched to an ear's shape, and not perfect circles. Regardless, the headphones are quite lightweight and don't grow uncomfortable during longer listening sessions.
The Hesh 2, as previously mentioned, is available with or without the inline remote and microphone. Call clarity through the mic is not astounding, but your call partner will understand you and you'll understand them. In other words, you're dealing with typical low-fi cellular fidelity.
One nice perk: the cable is detachable. This adds value to your purchase; replacing a faulty cable is far cheaper than buying an entire new pair of headphones or sending things in for repair, and cables are the most common culprit when headphones malfunction. Finally, a black drawstring bag is included with the Hesh 2.
Performance
The Hesh 2 does not distort on tracks with deep bass, even at high volumes. Its overall response is limited in the sub-bass realm. It does reproduce truly deep frequencies, but not with the same amount of gusto as, say, the Beats by Dr. Dre. The Knife's "Silent Shout," which has tremendous sub-bass content, can be played at maximum (and unsafe) volume without distorting, and you will get a good sense of the intensity of the bass, but this is not a deep bass lovers dream. However, bass fiends on a budget won't feel ripped off. Like some studio monitor-style headphones, the Hesh 2 provides a clear picture without ignoring or overly boosting the lows.
The focus for the Hesh 2 seems to be more on the mids and highs. It's nice to see a manufacturer focus on this realm when it's clear the drivers could have been tweaked to push out gobs of heavy, deep sub-bass. The end result here is the bass is dutifully represented?the new Atoms for Peace record, Amok, doesn't sound brittle in the slightest, and Flea's bass lines and the deep bass synth parts are delivered with richness and clarity. But the real standout feature of the sound signature is the clarity and crispness of the vocals and the attack of the percussion. Things aren't overly bright, but vocals are delivered with a nice edge to them, snare drums have a pleasing snap, and there's no part of the mix you can't hear. As previously stated, the Hesh 2, whether this was intentional or not, reminds me of a studio monitor pair, like the Sennheiser HD 280 Pro.
Bill Callahan's vocals on "Drover" have a nice treble presence that helps his voice stand out in a mix featuring some heavy backing percussion. The drumming itself has a subtle bass presence, rather than an overly-boosted thunderous sound, which can often occur on budget pairs that boost the low frequencies too much. The Hesh 2 also tames the intense sub-bass synth hits on Jay-Z and Kanye West's "No Church in the Wild," while highlighting the hi-mid attack of the kick drum loop and helping the vocals take center stage.
On classical tracks, like John Adams' "The Chairman Dances," the Hesh 2 fares less well. Here, it does sound a bit tinny and brittle. The lower register strings are nicely represented, but the higher register instruments seem to have a bit too much edge on them, which more or less cancels out the subtle bass response. It doesn't sound horrible by any stretch of the imagination, especially for this price range, but the Hesh 2 is perhaps better suited for pop, rock, hip hop, and electronic genres, for which it manages to tame the more intense elements of the mix, like throbbing bass, while highlighting aspects that sometimes get lost in busy mixes, like vocal clarity.
The idea of the "bass lover" is a curious thing. I love bass, for instance, when it's accurate, or slightly boosted. I don't want insanely-boosted low frequencies to gobble up the whole mix and vibrate my skull, but I do love when sub-bass frequencies jump out in the mix a bit. The Hesh 2 does a great job of allowing sub-bass elements to exist in a sound signature that is otherwise focused on hi-mids and highs. So, bass fiends may or may not love the Hesh 2, but if your looking for a fairly accurate, affordable headphone pair, especially for modern music mixes, it's a great place to begin your search.
If you have a bit more cash to spend and want to stick with this same overall sound signature, the aforementioned Sennheiser HD 280 Pro is a fantastic option, though it's a bit bulky and intended for studio use. The Logitech UE 4000?also delivers distortion-free performance with sub-bass presence that isn't overly-boosted. It's priced a bit higher, as well, but a worthy step up if you have the budget. If you really do want to hear some seriously boosted bass, of course there are plenty of options, including Skullcandy's own Navigator, which focuses more on the lower frequencies than does the Hesh 2. For the price, however, the Hesh 2 offers a clear, distortion-free experience. It's by no means a masterpiece, but definitely a solid value.

BEIRUT (AP) ? Syrian activists say the battle between rebels and government troops for the country's second-largest airport is intensifying.
The director of the Britain-based Observatory for Human Rights, Rami Abdul-Rahman, says the fighting Saturday near Aleppo International airport is concentrated around a section of a highway connecting the city with a strategic facility the rebels have been trying to capture for weeks.
Rebels have recently taken control of two military bases protecting the airport. They have also cut off a highway the army has been using to transport troops and supplies there.
President Bashar Assad's troops have been locked in a stalemate with the rebels in Aleppo since July, when Syria's largest city became a major battlefield in the nearly two-year conflict.

TORONTO (Reuters) - Rona Inc
Fourth quarter earnings for the Boucherville, Quebec-based company, which also announced plans to cut roughly 200 full-time administrative jobs, were weaker than expected after stripping out charges related to restructuring, impairments and other one-time items.
Rona shares dropped about 1.6 percent after the news.
The company, which rebuffed an unsolicited C$1.8 billion ($1.77 billion) takeover proposal from larger U.S. rival Lowe's Cos Inc
Acting Chief Executive Dominique Boies said he believes Rona's new strategy would allow it to get back on a profitable growth track.
"We are facing short-term headwind in our industry with key indicators trending downward but the fundamentals of the renovation and construction industry remain robust," Boies said in a statement.
Rona's long-time Chief Executive Robert Dutton stepped down in November. Rona said on Thursday its search for a new CEO is well underway and a decision should be announced shortly.
In January, Rona named a new executive chairman and four other new directors as part of a deal with its top shareholders to avoid a potentially bruising proxy battle.
The new executive chairman, Robert Chevrier, said last month Rona would consider selling non-core assets and making other moves to address weak sales at big-box stores.
Rona was founded in Quebec in 1939 by independent hardware stores keen to ditch their powerful wholesalers, and the French-speaking province is still home to about half of its 30,000 employees.
The company transformed itself from a modest Quebec hardware distributor to a national retailer in the 1990s, making a string of acquisitions, in a bid to head off Home Depot Inc
Rona said the 15 percent reduction in administrative staff would result in a restructuring charge of about C$25 million. The move will boost earnings before interest, taxes, depreciation and amortization by C$35 million to C$45 million over the next two years.
Rona shares fell 1.6 percent to C$11.91 in early trading on the Toronto Stock Exchange on Thursday.
QUARTERLY RESULTS
The net loss in the fourth quarter was C$17.9 million ($17.6 million) or 15 Canadian cents a share. That compared with a year-earlier loss of C$153.6 million, or C$1.19, when its results were hit by a very large goodwill impairment charge.
Excluding one-time items, the company said earnings in the period ended December 30 fell to 5 Canadian cents a share, down from 15 Canadian cents a share, a year earlier.
Analysts, on average, had forecast earnings of 12 Canadian cents a share, according to Thomson Reuters I/B/E/S.
Quarterly revenue rose 2.2 percent to C$1.20 billion, mainly due to the booking of an extra week of sales in the quarter and the opening of some new stores.

NEW DELHI (Reuters) - India's Supreme Court on Friday allowed two Italian marines charged with the murder of two fishermen off the coast of India to return home to vote in this month's general election.
The two sailors, members of a military security team protecting a cargo ship from pirate attacks, are accused of shooting the fishermen they say they mistook for pirates off the southern state of Kerala in February last year, sparking a diplomatic row between New Delhi and Rome.
"The judges were sympathetic to the marines' request to exercise their democratic right of casting their votes," Diljeet Titus, one of the lawyers representing the Italian marines, told Reuters.
Last month, the Supreme Court said in a long-awaited ruling that India had jurisdiction to try marines Massimiliano Latorre and Salvatore Girone, setting the stage for a criminal trial that could further sour ties between India and Italy.
Italy had challenged India's right to try the two, arguing that the shooting had taken place in international waters.
The Italians spent Christmas in Italy last year, after a Kerala court allowed them to join their families for the holiday, on condition that they returned to India by January 10, which they did.
The marines are currently held at the Italian embassy in New Delhi. They report to a police station once a week.

Florida governor Rick Scott, one of the biggest critics of President Obama?s health reform efforts, said Wednesday he would do the administration?s bidding and expand the Medicaid program.
But Scott said he was doing the expansion on his own terms: for three years only, while the federal government is footing the entire bill.
?While the federal government is committed to paying 100 percent of the cost of new people in Medicaid, I cannot, in good conscience, deny the uninsured access to care,? Scott said in a news conference.
?We will support a three-year expansion of our Medicaid program under the new health care law, as long as the federal government meets their commitment to pay 100 percent of the cost during this time. This legislation would sunset after three years and need to be reauthorized.?
Scott denied he was giving in to the administration. ?It is not a white flag of surrender to government-run health care,? he said.
The 2010 Affordable Care Act was designed to transform health care in the United States, which most experts agree currently costs too much and leaves far too many people without health insurance.?It was meant to provide more care to people who can?t buy insurance by forcing states to expand Medicaid.
The hope was to add about 16 million of the poorest people to the rolls -- about half of those who need health insurance. But after a series of challenges to the law, the U.S. Supreme Court ruled in June that the Medicaid expansion requirement went too far. While most of the Affordable Care Act was constitutional, the court ruled, the federal government could not force states to offer Medicaid to more people.
The Congressional Budget Office projects that 12 million people will become newly eligible for Medicaid in the states that choose to expand their offerings by 2022.?The law required states to extend Medicaid to people earning up to 133 percent of the federal poverty level, or about $14,800 for single people and $31,000 for a family of four.
Many Republican governors immediately said they wouldn?t expand Medicaid.
Texas governor Rick Perry turned down $76 billion in federal matching funds that would have helped pay to do it over the first five years. ?We?re just not going to be a part of ? socializing health care in the state of Texas,? Perry told reporters in July.
South Carolina?s Nikki Haley said expanding Medicaid would bring people out who were already qualified -- and she said that her state would go broke taking care of them, even if the federal government paid the bill for those who would newly qualify. In addition, states will have to start paying a very small percentage in 2017.
But health care experts predicted that many red states would not turn away free money from the federal government.
Arizona governor Jan Brewer said her state would expand Medicaid to about 300,000 residents in her state of the state address last month. Michigan governor Rick Snyder made his announcement Feb. 6: His state will add about 320,000 people to the joint state-federal health insurance plan for the low-income.
?I am forced to accept it as today?s reality and I have decided to expand Nevada?s Medicaid coverage,? Nevada governor Brian Sandoval, another Republican, ?said in December.
Republican-leaning holdouts include Alabama, Louisiana, Idaho, Mississippi, South Carolina, Maine and 12 others.
Scott said he wasn?t happy, but said he was facing reality.
?There are no perfect options. Our options are either having Floridians pay to fund this program in other states while denying health care to our citizens or using federal funding to help some of the poorest in our state with the Medicaid program as we explore other health care reforms,? he said.
Left-leaning groups applauded.
?Now about 613,000 Florida women stand to gain the security of quality health coverage and the ability to get the care they need, when they need it, without facing huge medical bills,? said Judy Waxman of the National Women?s Law Center.
?Combined with other reforms in the Affordable Care Act, this expansion would reduce the percentage of uninsured women in Florida from 25.3 percent to 5.8 percent.?
Scott says he?s not against health reform, he just doesn?t like the approach taken in the 2010 health reform law.
?Before I ever dreamed of standing here today as Governor of this great state, I was a strong advocate for better ways to improve health care than the government-run approach taken in the President?s health care law,? he added.
?I believe in a different approach. But, regardless of what I -- or anyone else -- believes, a Supreme Court decision and a presidential election made the President?s health care mandates the law of the land.?
Scott says he will still refuse to set up a state health insurance exchange, leaving the federal government to run it.

(Reuters) - Wisconsin Governor Scott Walker proposed a nearly $70 billion biennial budget on Wednesday that combines income tax cuts with increased spending on transportation infrastructure and private education.
Walker, a first-term Republican facing re-election next year, said he would offset the tax cuts and spending increases contained in his 2013-2015 budget by redirecting some funds away from public schools and healthcare, freezing aid to local governments and selling off state assets such as power plants.
Democrats said the proposal would weaken the economic security of the state's most vulnerable residents.
Walker, who touched off massive protests two years ago when he curbed the collective bargaining rights of public workers, said his proposed income tax cut would save residents $343 million.
"More money in the hands of taxpayers will likely drive greater demand for goods and services, which will likely lead to greater production and eventually more hiring of employees," he said.
The proposed budget, unveiled in an address to both houses of the Legislature in Madison, included expanded state aid to private schools through voucher programs and the tightening of income eligibility requirements for recipients of publicly funded health programs.
Walker said he also wanted "able-bodied, non-elderly" people receiving food stamps in Wisconsin to be enrolled in mandatory employment training.
"I'm all for providing a temporary hand up," he told lawmakers. "But ... it should not be a permanent handout.
Democrats, who tried unsuccessfully last year to recall Walker, were critical of the proposed budget.
State Senator Kathleen Vinehout, who was a candidate for governor in the Democratic primary ahead of last year's recall election, said, "Roads and bridges are being paid for by borrowing and raiding money that would otherwise go to schools and universities.
"These are political choices, not the choices voters in Wisconsin would make."
Walker's proposed budget will now go to the state Legislature, which is controlled by Walker's fellow Republicans.
Debate on the measure is expected to continue for months.

We were about to drive the new C-Max and the CADA Honda Odyssey, wrapped in a Clean the Air Foundation graphic, to Gunnison and Montrose CO, where Jackson was presenting a PowerPoint enhanced talk on the history and future of the auto industry with local Rotary Clubs there. This is how CADA promotes the Denver Auto Show and evangelizes upon the considerable benefits of owning a new car.
Having driven a multitude of hybrid vehicles over the past several years, the Ford C-Max started to stand out from the rest as soon as highway speeds kicked in and we began to ascend the Colorado Foothills.
It?s not that all hybrids make you think limp-wristed acceleration, but some of them drive sensibly even when that?s not your intention. As it turns out, the Ford C-Max is not one of those, as the 2.0-liter Atkinson-style IVCT engine combines with the electric motors to evoke serious power for a commuter car getting an EPA rating of 47-mpg.
The truly fun part of driving from Denver to Montrose comes in three separate parts. The first of these begins a few miles south of Fairplay and continues to where Highway 285 intersects Highway 24, near Buena Vista. Here the roadway twists and turns like erratically corrugated cardboard, undulating over ridge and valley with the snow-capped peaks of Mt. Princeton and Mt. Antero as a backdrop.
Driving through this area is a joy in any car with the power and handling to glibly navigate the serpentine ups and downs and the C-Max was a sheer delight.
Once turning onto highway 50, we had only a few miles to go before beginning to ascend to the 11,317-foot summit of Monarch Pass. Despite melting snow and icepack on this warm winter day, the 2013 Ford C-Max climbed the mountain undaunted, losing its footing for only a split second on one particularly slippery spot.
The front wheel drive vehicle with a continuously variable transmission performed as well on the snowy mountain pass as many all-wheel-drive vehicles we?ve driven.
One interesting part of the SYNC MyTouch hybrid info display comes whenever you brake to a stop. A message appears stating ?96 percent energy returned,? touting the efficiency of the regenerative braking.
When you first enter the hybrid, a green leaf crosses the right side of the instrument panel as if blown by the wind coming through the door. When you turn the car off with the start/stop button, a message appears stating, ?Thank you for driving a hybrid.? Isn?t that special!
Once you pass Gunnison, Highway 50 crosses through the Curecanti National Recreation Area, a long mountain reservoir the highway snakes around. Further along the highway you pass beside the Black Canyon of the Gunnison, now a National Park.
The Gunnison River is descending at a terrific rate in this area equal to 34 feet per mile, the fifth steepest mountain descent in North America. Winding through the Gunnison Gorge National Conservation Area, the highway descends along sweeping curves at a similar if not steeper rate of decline.
Not all cars like to descend like this, but most hybrids do, soaking up the kinetic energy as they go ? driving this portion of Highway 50 in the 2014 Ford C-Max was as much fun as any roller coaster ever made.
Not everyone enjoys driving through mountains where sometimes you have a mountain on one side of you and thin air on the other. For some others, the S-curve signs on the side of the road mean Spectacular!
Racking up 600 miles in two days by crossing Kenosha, Monarch and Vail passes, plus climbing up Loveland pass to the Eisenhower Tunnel, we averaged 36-mpg in the C-Max without pampering it, generally driving at highway speeds that defeat the car?s aerodynamics.
The phone paired easily and the cruise control worked smartly, but we could have used a little more preflight time to acclimate to the newly redesigned articulated steering wheel.
The extremely raked windshield creates an open and roomy feel in the front seat and full-size adult passengers in the back seat found nothing to complain about.
The 2013 Ford C-Max SEL has a base price of $28,200, to which a technology package was added for $3,080. This provided navigation, Bluetooth connectivity, rearview camera, power liftgate, smart key and even a self parking system we didn?t get a chance to try out.
The grand total came to $32,075 with destination charges of $795 included. According to the EPA estimate of 47-mpg, if you drive 15,000 miles in a year paying $3.55 a gallon for gas, your annual fuel expenditure should be $1,150. That?s a savings of $5,850 compared to a 23-mpg vehicle with all else remaining the same.
When we divided our actual mileage by the EPA rating and multiplied that by the five-year savings, it still came out to about $4,481. So that means any extra cost the hybrid technology added will be returned within those five years if gas doesn?t go up. If the price of petrol does rise, the return will be much quicker.
In conclusion, we have driven more powerful and luxurious hybrids, but they cost more than double what the 2014 Ford C-Max does. It provides good mileage, power and safety, seating for up to five and more cargo capacity than the Prius V at a price point considerably less. Add to that, it?s actually great fun to drive.
We think Ford may have hit a homer with the C-Max. So did the sales manager at Phil Long Ford, stating everyone that takes one for a test drive comes back smiling.
We were still smiling after driving it more than 600 miles in two days.
