WASHINGTON (Reuters) - Government forces in Syria should be held together when President Bashar al-Assad is forced from power, the U.S. defense secretary said on Monday, warning that the mistakes of the Iraq war must not be repeated.

Defense Secretary Leon Panetta, in an interview with CNN during a visit to Tunisia, said maintaining stability in Syria would be important under any scenario that sees Assad leave power.

"I think it's important when Assad leaves, and he will leave, to try to preserve stability in that country," Panetta said.

"The best way to preserve that kind of stability is to maintain as much of the military and police as you can, along with security forces, and hope that they will transition to a democratic form of government. That's the key."

The Bush administration's decision to disband Iraqi security forces, made shortly after the U.S.-led invasion in 2003, was an important catalyst for the bloody civil war that followed.

Critics said that decision, made by senior Pentagon officials and announced by the head of the U.S. occupation authority at the time, Paul Bremer, set loose tens of thousands of armed, disaffected young men.

Asked whether security forces should remain intact in a post-Assad Syria, or whether they should be disbanded as they were in Iraq, Panetta said it was "very important that we don't make the same mistakes we made in Iraq."

Clashes rage between rebel fighters and government forces in Syria as the country's divided opposition seeks to oust Assad in a 16-month-old revolt that shows no signs of nearing a conclusion.

Government forces have been pounding rebels with tanks and air strikes, and last week Damascus threatened to use chemical weapons if foreign countries intervened in the conflict.

The Obama administration has said it is stepping up assistance to Syrian opposition members, although the support has remained limited to non-lethal equipment.

There are concerns, however, about what might follow Assad in a strategically positioned country rife with religious and ethnic tensions.

"Particularly when it comes to things like the chemical sites, they do a pretty good job of securing those sites," Panetta said, referring to Syrian forces.

"If they suddenly walked away from that, it would be a disaster to have those chemical weapons fall into the wrong hands, hands of Hezbollah or other extremists in that area."

Dacic Presents Goals of Serbia's New Govt :: Balkan Insight

The sound of the national anthem and the presence of a ceremonial guard marked the ceremony when Serbia's new cabinet members took their oath of office.

They failed to be sworn in on Thursday, as was scheduled, following a ten-hour long discussion in parliament over the new government's aims.

With 17 ministries and 19 officials to run them, the government will be the smallest that the country has seen since the multi-party system returned to Serbia in 1990.

The new government, which consists of the Serbian Progressive Party, the Socialists and the United Regions of Serbia, will be headed by Ivica Dacic, leader of the Socialists and once the right-hand man of Serbian strongman Slobodan Milosevic.

The debate in parliament started after Dacic presented the key points of his team's policy.

Dacic said that the main goal was to get the country moving, raise employment, revive the economy and accelerate EU integration.

In his speech to parliament, he said he did not wish to dwell on differences, but to rally the most intelligent people and ideas to serve Serbia's best interests. "This government will be for the future, not focused on the past," Dacic noted.

Dacic underscored the gravity of the situation that Serbia was in, saying he would labour to achieve a broad consensus on reforms.

Economic recovery is the priority and all other goals hinge on it - Serbia's European future, Kosovo, regional cooperation, the battle against crime and corruption, education and healthcare, he emphasized.

The government's economic policy will not demand that people tighten their belts, he asserted.

"The role of the government during this period must be to ensure the least painful way to lead the people out of the economic crisis," he said.

Turning to economic policy, Dacic stated the new government would resume talks with the International Monetary Fund, World Bank and other financial institutions.

But it would not freeze salaries and pensions, and there would be no privatization of the state-owned like power company EPS, the post office, PTT, the railway company Zeleznice Srbije and Belgrade airport.

The dilemma between development and austerity is a false one, Dacic said, adding that Serbia needed both.

By the end of September, when the situation with the budget is clear, the government will adopt urgent steps to cut the budget deficit, he said.

The goal of the new government is to speed up EU integration with a view to getting a start date for the accession talks, he pointed out. Dialogue between Belgrade and Pristina would also continue.

"Serbia will not recognize Kosovo's [2008] independence [but] the Serbian government wants normal life for all the people in Kosovo," he said.

"Everything agreed at the [EU-led] technical talks with Pristina needs to be implemented and the dialogue continued on the political level, involving top government officials," Dacic stated.

Serbia will cooperate with all countries of the world, advocating security, stability and good relations in the Western Balkans and holding out its hand in reconciliation, Dacic added.

The government will lead an efficient, systemic and uncompromising battle against crime and corruption, and will investigate all suspicious privatizations, he noted.

The government will also respect the autonomy of the Province of Vojvodina and will continue to improve human and minority rights; it will offer ethnic Albanians in southern Serbia an opportunity to integrate into the political and social system, he continued.

"In this age we live in, no one is a wizard, able to solve all the problems that Serbia faces. But the Serbian people expect more justice, a government that helps them and a resolute, responsible and efficient government, which will share the fate of the entire nation," he said.

"They expect politicians who can be trusted," Dacic concluded.

Cycling: Former Wall Street employee hits road

LONDON (Reuters) - Four years ago U.S. road racer Evelyn Stevens was working in investment banking in New York City but a few bike rides in Central Park convinced her to ditch the Wall Street career and turn professional.

"I moved to New York City when I graduated from business college. I was like that jogger in Central Park, a pretty intense one but I did not think I would be competing at professional level any time soon," the 29-year-old told Reuters in an interview two days before the Olympic road race.

"My sister introduced me to cycling after Thanksgiving 2007. I fell in love with it.

"I was just sitting in an office, wearing a suit, sipping coffee, getting on the subway. It was a culture I was not thriving in."

Stevens, known as Evie, now collects medals, not just the "deal toys" she was given when she would close a deal.

Stevens, who had landed a job at Lehman Brothers, welcomes the change in her life, having dropped investment banking shortly after the 2008 financial crisis.

"In New York City, there was this negativity, I could feel it," said Stevens, who used some of the money she made in Wall Street as a cushion in her new career.

"My quality of life has gone up. My lifestyle is much better."

"I had savings and I'm not somebody who goes and buys a 10,000-dollar purse. I was able to save up on my bonuses," she recalled.

"It gives you more possibilities, more freedom. I knew I would be fine, I had a cushion."

She actually made her biggest purchase buying her first bike.

"I had a pretty introductory-level bike. It cost me 1,000 dollars. At the time I though wow, I've just spent 1,000 dollars on a bike, the biggest one-ticket I ever made," said Stevens, who can thank the Century Road Club Association (CRCA) in New York which organizes races at 5 a.m. before Central Park opens, for her career change.

"I would have never come to racing if it wasn't for that CRCA clinic," she explained as she recalled her first morning race back in 2008 before winning the demanding Union Vale race in upstate New York.

She was then spotted by Bob Stapleton and invited into the now-defunct HTC Columbia team.

Being at the Olympics after winning the Fleche Wallonne classic and clinching two time-trial national titles would be enough for most. It is not for Stevens, though.

Amazon Q2 2012 earnings: net income down 96 percent to $7 million, net sales up 29 percent to $12.83 billion

When internet mega retailer Amazon kicked off its fiscal year this past spring with $13.8 billion in net sales, the prognosis for the quarter ahead was dour, to say the least. At the time, the company projected its Q2 2012 performance would see an operating loss of $40 million to $260 million versus Q2 2011, as well as a slight down tick in revenue at $11.9 billion to $13.3 billion quarter to quarter. Well, the numbers are in and it looks like the forecast was right on the money. The Seattle-based outfit posted $7 million in net income for the quarter, a year over year loss amounting to a whopping 96 percent decrease. As for net sales, that picture's a bit rosier given the 29 percent increase over Q2 2011 that saw the Bezos-backed co. pull in $12.83 billion -- a figure that would have risen to 32 percent were it not for a $272 million hit due to "changes in foreign exchange rates[.]" Operating cash flow for Q2 2012 was down by nearly half at $107MM compared to the same segment last year.

Unsurprisingly, the company's budget Kindle Fire tab -- which has enjoyed relatively weak competition up to now -- is still the number one item across Amazon's site, with titles in its Lending Library growing to over 170,000. Bezos also made note of Prime's growth, pegging that subscription offering's catalog of items at 15 million and highlighting the addition of 18,000 movies and TV shows to its streaming service.

As for the future, the company expects Q3 net sales to grow by at least 19 percent year-over-year, landing somewhere between $12.9 billion and $14.3 billion, with a projected operating loss of $50 million to $350 million. Hit up the PR after the break for the full load of financial highs and lows.

WHO launches action plan against 'hidden' hepatitis

The World Health Organization (WHO) announced on Wednesday measures to fight the "hidden epidemic" of hepatitis which kills more than one million people a year.

The virus, which settles in the liver causing inflammation, affects 500 million people worldwide but can go unnoticed for years and even decades, the UN health agency told reporters in Geneva.

"The vast majority of people infected with hepatitis are unaware, undiagnosed and untreated," says Dr Sylvie Briand of WHO's Pandemic and Epidemic Disease Department.

"Only by increasing awareness of the different forms of hepatitis, and how they can be prevented and treated, can we take the first step towards full control of the disease and save thousands of lives," she added.

One in 12 people are infected by the virus which exists in five forms: A, B, C, D and E.

The WHO is particulary keen to target types B and C since "a high proportion" of people only become aware of their infection when they are chronically ill.

"This can sometimes be decades after infection," said Briand.

Launched ahead of World Hepatitis Day on July 28, the WHO's multi-pronged action plan to eradicate the virus calls on governments to raise awareness, transform research into policy and action, and prevent transmission by effective screening, care and treatment.

"It's a framework for global action so we all collaborate to fight the hidden epidemic", said Briand.

Individuals can protect themselves by washing their hands, food safety practices, practising safe sex and avoiding injecting drugs with infected needles, "one of the most common ways of getting infected in some countries", said Briand.

The virus was only discovered in 1989 but vaccines are available for all virus types except C.

A new generation of anti-viral treatments is also on offer for hepatitis C, said Briand, adding that other treatments to stop the B type developing into cirrhosis and cancer are also coming online.

Compelling Retail Leasing Opportunities Abound for Tenants in the ...

Despite declining retail vacancy rates, it?s still a tenant?s market throughout the Sacramento Commercial Real Estate landscape. The overall Sacramento retail vacancy rate dropped slightly to 9.8% during the 2nd Quarter of 2012, according to Voit Real Estate Services, who was recently quoted by the Sacramento Bee. This represents the second quarter in a row that commercial retail vacancy ended below 10%. According to the same source, commercial real estate vacancies within the Sacramento submarket of Carmichael reflect a much higher level of 11.3%. This phenomenon of higher retail vacancy rates often creates dramatic opportunities for businesses to sign commercial real estate lease transactions that are quite favorable to tenants.

One recent example involves a franchisee of a national company, who benefitted from a commercial real estate market that currently favors tenants throughout the Sacramento area. In late January 2012, Melisa Nelson acquired her first Curves franchise (ladies fitness gym), which had operated at 4141 Manzanita Ave in Carmichael for almost 10 years. The commercial lease would be expiring only seven months later, so Ms. Nelson had to determine whether to renew the lease for another five years or find a better location. The existing facility was part of a small neighborhood strip center with limited visibility and low traffic that had become mostly vacant with only a handful of tenants remaining in place.

After engaging Brian Jacks with East West Commercial Real Estate of Sacramento for commercial retail leasing representation, Ms. Nelson was presented with several different options that would create a better overall leasing package. In the end, she signed a new commercial retail lease with Tsakopoulos Investments for a 1,400 sq. ft. shop space in Carmichael Village at 4005 Manzanita Ave in Carmichael? right across the street from her former location. Carmichael Village is a large shopping center, anchored by Bel Air, an upscale grocer operated by Raley?s. The center is almost entirely full with complementary tenant uses that will drive more traffic to the Curves franchise. The new location opens September 1, 2012.

In addition to securing a fantastic commercial real estate location with excellent visibility within a very busy and thriving commercial shopping center, Ms. Nelson benefitted in the following financial aspects. Her new combined monthly rent plus landlord expense reimbursements were reduced by 12%, as compared to her former lease. In addition, she received three months of free rent plus 45 days early occupancy for signing a 53-month lease.

In October 2011, the Sacramento office of East West Commercial Real Estate signed a renewal lease for a separate Curves franchise in Antelope, which resulted in a 20% reduction in base rent, plus 50% off (half rent) for the first 6 months of a 3-year lease.

The latter example suggests that while the best commercial real estate deals in Sacramento may have passed, there are still great opportunities to negotiate terrific retail leases within the Sacramento commercial real estate sector.

LONDON (AP) ? Britain's phone hacking scandal entered a new and expanded criminal phase Tuesday, with charges brought against two former members of Prime Minister David Cameron's inner circle over a campaign of illegal espionage that has rocked the country's establishment.

The Crown Prosecution Service announced Tuesday that Andy Coulson and Rebekah Brooks ? both former editors of Rupert Murdoch's now-shuttered News of the World tabloid ? were among eight people being charged with conspiring to intercept the communications of at least 600 people between 2000 and 2006. The alleged victims included everyone from a murdered teenager to Hollywood power couple Brad Pitt and Angelina Jolie.

Coulson and Brooks, who had previously been charged in related cases, have both denied any wrongdoing and vowed to fight the charges.

The charges may further embarrass Cameron, who hired Coulson as his chief communications adviser and once counted Brooks and her horse training husband Charlie in his circle of friends. The prime minister is Brooks' neighbor in the well-to-do Cotswolds town of Chipping Norton, and would swing by the News Corp. executive's house for Christmas parties, go horseback riding with her husband, and text her weekly.

The developing criminal investigation will shortly be overshadowed by the long-awaited London Olympics, but the prospect of having Cameron's former associates in the dock during lengthy trials could prove an unwelcome sideshow as the prime minister battles to get Britain's recession-scarred economy back on track.

"Of course we don't yet know what the outcome of these trials will be, but the fact that this is rumbling along is deeply unhelpful for a prime minister who is in some trouble," said Stephen Fielding, the director of the Center for British Politics at the University of Nottingham.

The long running scandal has spread beyond the Murdoch's News Corp., damaging the reputation of British journalists as well as politicians and police suspected of getting too cozy with the press.

Phone hacking first came to public attention in 2006, when police arrested private investigator Glenn Mulcaire and the News of the World's then-royal editor Clive Goodman on suspicion of hacking into the voicemails of members of Britain's royal household. Coulson quit as the tabloid's editor after the pair was convicted, but insisted he'd had no inkling of their wrongdoing.

For the next five years, the tabloid's owner, Murdoch's News Corp., would claim that the illegal activity was an aberration ? the work of single rogue reporter. But a stream of lawsuits as well as enterprising reporting by the Guardian and The New York Times eventually exposed a massive cover-up.

Prodded by the media, police reopened their investigation. At News Corp., stony denials turned into apologies sweetened with big settlements. Under pressure, Coulson stepped down from his job as Cameron's adviser.

Still, it wasn't until the Guardian revealed that the News of the World had hacked into the voicemail of 13-year-old Milly Dowler ? a school girl whose 2002 disappearance and murder transfixed the nation ? that the scandal really exploded. Britons who might've shrugged off intruding on celebrities' lives were horrified by the news that reporters had violated the privacy of a dead girl to hunt for scoops about her whereabouts.

The ensuing furor shook the British establishment like an earthquake.

Once so powerful that many referred to him as a permanent cabinet minister, Rupert Murdoch's influence in Britain crumbled, and politicians who once assiduously courted the Australian tycoon have rushed to distance themselves from him.

Meanwhile Murdoch has distanced himself ? and his son James ? from News Corp.'s British newspaper arm, News International. Murdoch has shut the News of the World, resigned from a series of directorships, and pulled James back to New York.

Three of Scotland Yard's top officers have resigned over their failure to get to grips with the scandal; dozens of journalists, media executives, and public figures have been arrested or resigned. The country's media regulator ? widely discredited by the scandal ? has been scrapped.

The saga has also tarnished the reputation of many whom, like British Olympics Secretary Jeremy Hunt, were sympathetic to News Corp.'s far-flung interests.

Among those charged Tuesday were some of the News of the World's best-known and most senior journalists. Prosecutors named Stuart Kuttner, Greg Miskiw, Neville Thurlbeck, James Weatherup and Ian Edmondson. Mulcaire, whose extensive notes have long been at the center of the scandal, is also being prosecuted.

Miskiw and Weatherup are accused of intercepting the messages of actor Jude Law, along with associates of his ex-wife Sadie Frost and former girlfriend Sienna Miller.

Edmondson and Weatherup are accused of spying on former Beatle Paul McCartney, his ex-wife Heather Mills, and politicians including former Deputy Prime Minister John Prescott. Thurlbeck and Weatherup, meanwhile, are alleged to have eavesdropped on associates of Jolie and Pitt, one of Hollywood's most famous couples.

Brooks, Coulson and Thurlbeck all promised Tuesday to fight the charges.

Brooks, who resigned as chief executive of News International after the Dowler story broke, said she was "distressed and angry." She called the allegation that she conspired to spy on Milly "particularly upsetting." Coulson insisted he would never have done anything to harm the investigation into Milly's disappearance.

Thurlbeck, meanwhile, said he would make it clear that he always acted "under the strict guidance and advice of News International's lawyers and under the instructions of the newspaper's editors."

The phone hacking fallout is far from finished.

As the charges were revealed, Justice Brian Leveson announced the end of his long-running inquiry into the culture and practices of Britain's press, which was set up in the wake of the hacking scandal. He said he would release his recommendations as soon as possible, although that is expected to be months from now.

Police also continue chasing leads.

Scotland Yard's Deputy Assistant Commissioner Sue Akers said Monday that detectives are seeking evidence from two newspaper companies that are rivals of Murdochs' and looking into more than 100 claims of computer hacking, improper access to medical records and other misconduct stemming from the scandal.
