Federal money provides funding to schools in a variety of ways. At Pulaski County High School Perkins funds provide a means to fund programs for students enrolled in vocational courses.

In 2006, the Carl D. Perkins Career and Technical Education Act was established under the Office of Vocational and Adult Education (OVAE) to provide federal funds to career and technical education students. Furnished through state basic grants, Perkins funds focus on the academic achievement of students through strengthening connections between secondary and post-secondary education.

Carl Perkins funding is given to the state, of which 15 percent of that money is distributed to Virginia community colleges and 85 percent to local school divisions. This year, Pulaski County Public Schools received $89,770.04 in funding. At the schools? last budget workshop, Ross Matney, CTE director and assistant principal at PCHS, said funding is distributed based on two factors:

1. The number of individuals residing in a school division between the ages of 5 and 17.

2. The number of individuals residing in a school division between the ages of 5 and 17 who are below the poverty line.

Thirty percent of funding ($19,744.99) was allocated based on the first factor and 70 percent ($70,025.05) based on the second.

Although helpful in providing for the needs of students, federal Perkins funds do come with some strings attached.

Funds cannot be spent for:

? Capital improvements, upgrades or improvements to physical structures, buildings, classrooms, laboratories, etc.;

? Used, reconditioned, or repaired equipment;

? Equipment repairs or to purchase repair parts;

? Installation of equipment unless included in the original purchase price;

? Materials, supplies, and/or items that are consumed or materially altered when used (i.e., welding gases, paints, lumber, sheet metal, batteries, etc.).

Funds can be spent for:

? New equipment;

? A classroom reference set of books;

? Computer and software upgrades; and

? Rechargeable batteries if part of the original purchase of equipment (i.e., digital camera, portable drill, etc.).

Matney said there are specific criteria equipment must meet before it can be purchased, such as it must retain its original shape and appearance, serve its use for at least one year and be non-expendable.

All funds must be used during the specified school year. ?Unspent funds will result in forfeiture of remaining allocated funds,? said Matney.

Pulaski County School Board member Joe Guthrie said the fact that the school can?t roll over money into the next school year is a ?real limitation.?

Matney said rather than getting a complete classroom set of something, the CTE program may order five and have the students share equipment. He added although there are many strings attached to receiving Perkins funding ?you just have to work with the limitations.?

For an unforgettable souvenir, some adventurous travelers are bringing home an indelible reminder of their vacation. For them, getting inked on vacation is a new way to commemorate a trip abroad.

Actress?Scarlett Johansson may be the most visible, but is just one of the latest travelers to get a tattoo while abroad. Johansson added a ?Lucky You? horseshoe by Paris artist Fuzi Uvtpk to her body art last fall. Elsewhere in Paris, former ad man ?Sailor Roman? welcomes visitors to his apartment where he adorns ?sailors, wanderlust seekers and adventure junkies? with his old-school single color art.

What compels people to go under the needle while far from the comforts of home??

?When on vacation you are more free???free of spirit and free of the time,? reasons Rocky Rakovic, editor of Inked magazine. ?Because you can't order tattoos on Amazon.com, if you want a piece by a particular tattoo artist you have to be in the presence of the tattooist so some people even plan their travel around tattoo appointments abroad.? Rakovic says certain people ?collect tattoos.? They ?pick up tattoos here and there???it sure beats buying a keychain or snow globe.?

When web designer Jazmine Atienza, a Filipino-American living in Brooklyn, traveled to the Philippines in 2011, she?said, ?I was already into tattoos ... I had designed Filipino tattoos in my head.??

She learned about a traditional tattoo artist living in the mountains, Whang-Od, a ?95-year-old woman who's been on Discovery Channel,??and embarked on a rainy season 12-hour drive from Manila and?a?harrowing hike into the mountains to reach the artist. ?It was the middle of a typhoon, hiking Indiana Jones kind of ravines,? she said.

Using the traditional ?tapping method? of charcoal soot and a sharp stick, Od emblazoned her arm with a small Filipino motif as Atienza ?stood in a doorway with chickens and pigs running around outside.?

?For me it ended up being very much about the journey,? Atienza said. ?It was more than going and being a consumer. It?s not just about the mark as much as it is about the experience. It goes beyond being a novelty experience to being a really meaningful one.?

Atienza's experience may be a little extreme for some travelers' preference, but ?customs vary between tattoo shops and cultures,? Rakovic said. ?The masters in Japan may require a written introduction, a Maori artist may not tell you what the design will be. Explain ... that you have never been tattooed outside your time zone and they will let you know the process.?

Before choosing a tattoo artist overseas, a wise traveler will do some research.?

Sailor Roman???who gave himself his first tattoo in a dirty parlor on the island of Koh Chang using a traditional Thai bamboo method?? says visiting international tattoo conventions for referrals is a good starting point, as is visiting the shop beforehand to evaluate its hygiene, and inspecting for essential safety measures like new needles.?

Rakovic adds some timing tips. ?Keep in mind that if you get a tattoo your first night in the tropics that you won't be able to go out into the sun or take a dip in the ocean,? he said. ?And if you get the tattoo on the back-end of your excursion, book an aisle seat and remember to buy aftercare lotion bottles small enough that the TSA (Transportation Security Administration) allows them in your carry-on.?

And though a tattoo could be a spur of the moment decision on a vacation, Rakovic reminds travelers to stop and think:??They must really be certain that they are prepared to live with the tattoo forever.?Many artists won't cover over someone else's work.?

University cafeteria goes trayless to save energy and food

Jan. 29, 2013 ? If you need any evidence of the impact of student research on life at American University's campus, look no further than something that's missing.

Trays.

Following a 2009 study at American University's main dining hall that showed a significant reduction in food waste and dishes used when trays were removed, trays have mostly gone the way of beanies and sock hops.

Now, for the first time, a new paper coauthored by AU professor Kiho Kim and AU environmental studies graduate Stevia Morawski, provides hard evidence of big energy savings as well as a 32 percent reduction in food waste. The article, "Quantifying the Impact of Going Trayless in a University Dining Hall," was published in the Journal of Hunger & Environmental Nutrition.

"Our concern was that all of these other institutions were jumping on the bandwagon in the absence of data," Kim said of the trend of universities tossing out trays. A Washington Post article, for example, reported that other area institutions that have gone trayless include Georgetown, Johns Hopkins, James Madison, and the University of Virginia.

A recent Kansas State University study also showed that students wasted 15 percent less food when they were exposed to slogans such as "All Taste . . . NO WASTE," according to Reuters Health.

"Really the only substantive study people were referring to was this industry study," Kim noted. "We made the argument that you can't entirely trust the industry. The industry studies showed no methodology on how they came up with this number. They simply said, 'We surveyed a bunch of places and they show a 30 percent reduction in food waste.' But how do we know it's a scientifically credible study?"

The original 2009 AU study was a good start in correcting that deficiency, but Kim wanted to tighten up its rigor and methodology. So during six days in February through March 2009, Kim and his environmental science students made dining hall trays selectively and randomly available or unavailable during lunch and dinner. The students collected dishes from the students and weighed food waste.

Results for the 360 diners surveyed, showed that going trayless:

  • Led to a 32 percent reduction in food waste.
  • Resulted in a 27 percent reduction in dish use.

Those findings, Kim and his coauthor noted, suggested that "removing trays is a simple way for universities and other dining facilities to reduce their environmental impact and save money."

Getting Student Buy-In

The original 2009 study followed a failed attempt by food service provider Bon Appetit to institute a trayless policy at AU based on industry figures. The students didn't buy it. So the manager overseeing the Terrace Dining Room approached Kim about conducting a student survey.

Teaming up with Darrell Hayes's School of Communication PR class, which developed a campaign to let students know what was going on, the study was conducted, showing a 30 to 40 percent reduction in waste depending on the meal. This time, without the onus of a top-down solution being imposed on them, students embraced the sustainability implications of eliminating so much waste.

So the class assembled a report and presented it to Bon Appetit, AU's Office of Sustainability, and the Office of Finance and Treasurer. Just like that the trays were gone.

"That link between carrying out scientific studies, making policy recommendations, and those recommendations being accepted so quickly was very gratifying to the students," Kim said, adding that never before or since has he seen such quick results from research.

In his current research paper, Kim noted that each day AU's dining halls serve about 3,200 meals, and that removing trays reduced food waste by 12,000 kg (26,455 pounds) per semester.

Perhaps just as important is the message that having such a real-world impact has on students.

"These opportunities really give them a sense of being able to think about solving problems based on a good set of facts, data that can be collected relatively easily and straightforwardly," Kim said.

"A lot of students think of science as something a small group of people do," Kim said. "But these are things we do not just as scientists but as individuals where we try to understand how the world works. We employ the scientific method in our lives every single day."

Google pledges fight over access to users' email

Google will lobby?Washington this?year?to make it harder for law enforcement authorities to gain access to emails and other digital messages.

In a blog post on Monday, linked to Data Privacy Day, Google's chief legal officer, David Drummond, said the tech giant, in coalition with many other powerful tech companies, will try to convince Congress to update a 1986 privacy protection law.

He cited data, shared last week, showing that government requests for Google's user data increased more than 70 percent since 2009.

In 2012, Google said, it received 16,407 requests for user data affecting 31,072 users or accounts, more than half of them accompanied by a subpoena.

"We're a law-abiding company, and we don't want our services to be used in harmful ways. But it's just as important that laws protect you against overly broad requests for your personal information," Drummond said in the post.

The U.S. Electronic Communications Privacy Act, passed in the early days of the Internet, does not require government investigators to have a search warrant when requesting access to old emails and messages that are stored online, providing less protection for them than, say, letters stored in a desk drawer or even messages saved on a computer's hard drive.

The current system also makes complex distinctions, many disputed in courts, between emails saved as drafts online, in transit, unopened or opened. Some of them are to be released with subpoenas, which have a lower threshold than search warrants as they often do not involve a judge.

A warrant is generally approved by a judge if investigators have "probable cause" to believe that their search is likely to turn up information related to a crime.

Google, Microsoft, Yahoo and popular social media site Twitter ? among others ? have resisted turning over customer data.

They have put in place policies, based on the constitutional protection from unreasonable searches, that require search warrants for access to content of private communications.

Privacy activists say the outdated law should be reformed to extend the constitutional right to privacy online, but legislation limiting government requests will not face an easy road.

Last year, Democratic Senator Patrick Leahy, who chairs the Senate Judiciary Committee, introduced a bill that would have updated the current law.

It triggered a wave of concerns from the police and FBI that new restrictions would impede crime investigations and possibly endanger victims.

"After three decades, it is essential that Congress update ECPA to ensure that this critical law keeps pace with new technologies and the way Americans use and store email today," Leahy said in a statement on Monday.

His privacy legislation died in Congress last year after his counterpart in the House of Representatives, House Judiciary Committee Chairman Bob Goodlatte, a Republican, drafted another version of that bill, which also tackled other issues but stripped out privacy reform language.

Last year, Goodlatte said he was willing to consider the privacy law reform, but that the timeline then was too short for a "thorough examination."

Leahy has now included the change of privacy laws as one of his top priorities this year.

Google Drive for iOS updated with multi photo/video upload, Quickoffice support, and more

Google Drive has just received an update that adds some new features as well as improvements for existing ones. New features include the ability to upload multiple photos and images at once as well as the ability to open and save Quickoffice documents directly to Google Drive.

Other new features included in the update is the addition of Helvetica Neue as a supported font when creating and editing documents. Other features are simply enhancements to existing functionality such as diagonal scrolling and cell formatting when working with spreadsheets. When working with spreadsheets you'll also be able to pinch to zoom on slides. Animation for slideshows have also been tweaked to flow better.

Vegetarian Recipe for Green Chile and Pinto Bean - Kalyn's Kitchen


This new recipe for A Month of Daily Phase One Recipes is the firstborn child of my Green Chile Mexican Casserole with Ground Beef and Layered Mexican Casserole with Chicken (that are also Phase One), and once Jake and I had the idea of trying to create a vegetarian casserole with some of those same flavors, it took us three tries to get it right.? But this final version is a definite winner, with all the flavors that make bean and green chile burritos such a favorite of many people.? Even though casseroles aren't too photogenic, I love them for the way the flavors combine to make a sum that's greater than the parts, and a leftover casserole like this in the fridge is always a nice benefit.
Dried beans are a limited food for Phase One of the South Beach Diet, but in a dish like this with other ingredients like whole green chiles, green bell pepper, and cheese, you can eat a moderate serving.? Still, I wouldn't have more than the 1/8 serving size I'm listing if you're eating this for Phase One.? And of course, this is my Meatless Monday dish for this week, and I'm betting the whole family will like this one.? Some people have told me they can't find the whole green chiles that I use to layer in these casseroles, but in Salt Lake I can find them at several stores, near the Mexican food.? If your store doesn't have them, I'd try a Mexican market.


Drain the pinto beans into a colander and rinse with cold water. In a different colander, drain the whole green chiles.

Heat the oil in a large pan, then saute onions, green peppers, minced garlic, and ground cumin.? Season with a little salt.


Add the drained pinto beans, cook about 3-4 minutes, then mash slightly. Add the green chile enchilada sauce and cook until it's mostly absorbed by the beans, then turn off heat and stir in the sour cream. One at a time, open the whole chiles with your fingers and wipe with paper towels to dry them and remove seeds.? Make into two stacks. Spray the casserole dish with non-stick spray and make a layer of half the green chiles. Then make a layer with half the bean mixture. Followed by a layer with half the cheese. Make another layer each of whole green chiles, bean mixture, and cheese. Bake with the lid on or covered with foil at 375F/190C for about 30 minutes.

Then remove the lid and bake another 20-25 minutes or until the mixture is bubbling and the top is starting to brown.? (You can put it under the broiler for a few minutes to brown more if desired.)? Serve hot.

Vegetarian Green Chile and Pinto Bean Layered Mexican Casserole
(Makes 8 servings; recipe created by Kalyn and Jake with inspiration from?Green Chile Mexican Casserole with Ground Beef and Layered Mexican Casserole with Chicken.)

Ingredients:
1 T olive oil
1 medium onion, chopped small
1/2 green bell pepper, chopped small
2 tsp. minced garlic
1 tsp. ground cumin
salt to taste
2 cans (15 oz. each) pinto beans
1 can (27 oz.) whole green chiles (Mild green chiles, not jalapenos)
1 cup Green Chile Enchilada Sauce (from a 15 oz. can; you can freeze the rest)
1/2 cup low-fat sour cream
2 cups low-fat grated cheddar cheese (I used Four Cheese Mexican Blend from Costco.)

Instructions:

Drain the pinto beans into a colander, spray with cold water until no more foam appears, and let beans drain.? In another colander drain the whole green chiles.

Heat the olive oil in a large frying pan over medium heat.? Add the onions and peppers and saute 4-5 minutes, until they are just starting to brown.? Add garlic, cumin, and salt and cook another minute or two, then add the drained beans and cook 3-4 minute, then mash the beans slightly.? (We used a potato masher, but you can use a large fork.)? Add the cup of green chile enchilada sauce and simmer until the sauce is mostly absorbed by the beans.? Then turn off the heat and stir in the sour cream.

While the bean mixture is cooking, open the whole chiles with your fingers and wipe with paper towels to dry them and remove seeds.? (This will take about 10 paper towels, but don't skip this step.)? Divide the chiles into two stacks.

In the casserole dish make a layer with half the whole green chiles, half the bean mixture, and half the cheese.? Follow with another layer each of whole green chiles, bean mixture and cheese.

Cover the casserole with the lid or with foil and bake about 30 minutes, or until cheese is all melted.? Remove the lid and bake about 20 minutes more, until casserole is bubbling and starting to brown on top.? (You can put it under the broiler for a few minutes if it seems done but you'd like the cheese more brown.)? Serve hot, with condiments like salsa, Green Tabasco Sauce, sour cream, or guacamole if desired.

This will keep in the refrigerator for several days and also freezes well.?

Afghan orphans hope music to win 'American hearts'

In a country where the arts and music suffered heavily under the Taliban, young musicians ? including dozens of girls ? are representing the potential in Afghanistan's future.

KABUL, Afghanistan - From the cold basement of an orphanage in Kabul, the beat of a bass drum bounces through the halls.

Hitting the high hat and cymbals was Laila, a 13-year old orphan and the only known female drummer in Afghanistan.?

"I like playing the drums and there are no other girls in Afghanistan playing the drums,? Laila said with a big smile. ?I'm the only girl and I want to become well known as an Afghan girl playing drums.?

For now, she plays in a basement, but soon it'll be D.C.'s Kennedy Center and New York's Carnegie Hall.?

Laila and 10 other girls from her orphanage will be joining ensembles from the Afghan National Institute of Music as they make their U.S. debut.?

For many of the performers, it will be their first time out of the country and their first time in America.?

"I hear it is very clean and has big buildings and you have such freedom there,? 10-year old Sapna said. "I forget the name of the president of America, but I have heard of him."

Sapna plays the piano and likes the "fast songs" that allow her to move her little fingers quickly over the keys.?

As the security in Afghanistan crumbles, 'Nightly' returns to an orphanage that Brian Williams first visited in 2009 to find girls with big dreams who are focused on getting into college.

Music is part of the curriculum at this orphanage run by Andeisha Farid, the executive director of the Afghan Child Education and Caring Organization.?

'Hope for a better future'
In a country where female freedoms are few, Farid said these young girls represent the potential in Afghanistan's future.

"Afghan women, they suffer so badly. They even struggle for their very basic human rights,? Farid said. ?We hope for a better future for Afghanistan. If we can properly invest in these children, a long-term investment, they realize that there is hope in Afghanistan.?

The sheer fact that dozens of girls are practicing and learning music is a sign of progress in a country where only an estimated 15 percent of women can even read and write, never mind read music or play an instrument.

The arts and music suffered heavily under the Taliban, and not just for women.?

Since 2001 a small group of Afghans have worked to bring music back to the country. Ahmad Sarmast, who holds a doctorate in music, spearheaded the movement and the effort culminated in the 2010 establishment of the Afghan National Institute of Music.?

Musicians and their mentors from the ANIM will embark on a two-week tour of the U.S. starting February 2. They'll be playing a combination of classical and Afghan pieces.

Music has given these children an opportunity that so few have in Afghanistan and they are eager to share what they've learned.

"People can understand each other's hearts through music. American people can understand Afghan hearts and Afghans can understand American hearts. It's universal," said Sapna.

Yet, hurdles remain.?

Oct. 30 2009: Andeisha Farid is making a difference in a dangerous place, providing a safe haven in Afghanistan. NBC's Brian Williams reports.

Twelve-year-old Fareshta said pressure from her home village prevented her from playing the trumpet.

NBC first met Fareshta when Brian Williams visited her orphanage.

Fareshta said people in her village threatened to make her family outcasts if she kept on attending music school.?

She now only plays when she is in the orphanage. And, while the other girls prepare for their performances in the U.S., she won't be going.?

"I want to go music school and play more music," Fareshta said.

She shrugged when asked if it all seemed unfair. After all, so much that has and is happening in Afghanistan seems unfair.

But after listening to a girl like Laila practicing on the drums, it is easy to understand that the music these young people create is a message of hope in a country awash with disappointments.?

(AP) ? Meryl Davis and Charlie White topped the only competition they have in the United States.

Themselves.

The Olympic silver medalists and 2011 world champions scored a career-high 79.02 points in the short dance Friday in the U.S. Figure Skating Championships, topping the 76.17 they scored at the 2011 Grand Prix final as well as their 76.89 from last year's U.S. meet. The International Skating Union only recognizes scores from its events as official records.

With more than an eight-point lead over Madison Chock and Evan Bates (70.8), Davis and White are all but assured of winning a record-tying fifth U.S. dance title Saturday as long as they show up. Four other couples also have won five titles, most recently Tanith Belbin and Ben Agosto.

"There are a lot of reasons to stay motivated," Davis said. "We feel we're making huge strides in what we're putting out on the ice. What better place than your national championships to show that?"

The only couple close to Davis and White is Canada's Tessa Virtue and Scott Moir, and their rivalry is the best thing going in dance these days. Virtue and Moir won the Olympic title as well as the world crowns in 2010 and 2012 while the Americans won worlds in 2011 and beat the Canadians last month in the Grand Prix final.

Oh, they train together in suburban Detroit, too.

Here in the States, though, no one comes close to Davis and White's exquisite performances. The short dance can be a mind-numbing event, with all of the skaters required to perform the same dances ? this year it's the Yankee polka and the waltz ? during their 2:50 routine. Watch one or two teams, and it all becomes a blur.

But Davis and White not only make it fresh, they make it entertaining.

The speed and ease with which they skated was breathtaking, as if their blades were talking to the ice. Their twizzles ? traveling spins ? were done in perfect unison. Doing one would be impressive enough ? think rubbing your stomach while patting your head, and you get the idea ? but they did five and then another four, never losing their stride, connection to the music or their connection to each other. And when they began their polka with a series of hops, you half-expected an oompah band to stroll out of the Zamboni garage.

They were so good, the audience was on its feet, the first standing ovation of the competition.

"We were really pleased," Davis said. "We've really been evolving our overall comfort on the ice, our speed and energy, and it really paid off in our performance today."

Qigong improves quality of life for breast cancer patients, study suggests

Jan. 25, 2013 ? Researchers from The University of Texas MD Anderson Cancer Center have found qigong, an ancient mind-body practice, reduces depressive symptoms and improves quality of life in women undergoing radiotherapy for breast cancer.

The study, published in the journal Cancer, is the first to examine qigong in patients actively receiving radiation therapy and include a follow-up period to assess benefits over time. Even though individual mind-body practices such as meditation and guided imagery appear to reduce aspects of distress and improve quality of life, questions remain about their effectiveness when conducted in conjunction with radiation therapy.

"We were also particularly interested to see if qigong would benefit patients experiencing depressive symptoms at the start of treatment," said Lorenzo Cohen, Ph.D., professor in MD Anderson's Departments of General Oncology and Behavioral Science and director of the Integrative Medicine Program. "It is important for cancer patients to manage stress because it can have a profoundly negative effect on biological systems and inflammatory profiles."

For the trial, Cohen, the corresponding author, and his colleagues enrolled 96 women with stage 1-3 breast cancer from Fudan University Shanghai Cancer Center in Shanghai, China. Forty-nine patients were randomized to a qigong group consisting of five 40-minute classes each week during their five-to-six week course of radiation therapy, while 47 women comprised a waitlist control group receiving the standard of care.

The program incorporated a modified version of Chinese medical qigong consisting of synchronizing one's breath with various exercises. As a practice, qigong dates back more than 4,000 years when it was used across Asia to support spiritual health and prevent disease.

Participants in both groups completed assessments at the beginning, middle and end of radiation therapy and then one and three months later. Different aspects of quality of life were measured including depressive symptoms, fatigue, sleep disturbances and overall quality of life.

Results show benefits emerged over time

Patients in the qigong group reported a steady decline in depressive symptom scores beginning at the end of radiation therapy with a mean score of 12.3, through the three month post-radiation follow-up with a score of 9.5. No changes were noted in the control group over time.

The study also found qigong was especially helpful for women reporting high baseline depressive symptoms, Cohen said.

"We examined women's depressive symptoms at the start of the study to see if women with higher levels would benefit more," Cohen said. "In fact, women with low levels of depressive symptoms at the start of radiotherapy had good quality of life throughout treatment and three months later regardless of whether they were in the qigong or control group. However, women with high depressive symptoms in the control group reported the worst levels of depressive symptoms, fatigue, and overall quality of life that were significantly improved for the women in the qigong group."

As the benefits of qigong were largely observed after treatment concluded, researchers suggest qigong may prevent a delayed symptom burden, or expedite the recovery process especially for women with elevated depressive symptoms at the start of radiotherapy.

Cohen notes the delayed effect could be explained by the cumulative nature of these modalities, as the benefits often take time to be realized.

Future research needed

The authors note several limitations to the study, including the absence of an active control group making it difficult to rule out whether or not the effects of qigong were influenced by a patient's expectations or simply being a light exercise. Additionally, the homogeneity of the group, Chinese women at a single site, limits the ability of applying the results to other populations.

According to the authors, the findings support other previously reported trials examining qigong benefits, but are too preliminary to offer clinical recommendations. Additional work is needed to understand the possible biological mechanisms involved and further explore the use of qigong in ethnically diverse populations with different forms of disease.

'Bill of Rights' Seeks to Protect Students' Interests as ... - CAPPS Online

THE CHRONICLE OF HIGHER EDUCATION. ?JANUARY 23, 2013. ?A dozen educators met last month in Palo Alto, Calif., to discuss the future of higher education. They had been convened at the epicenter of technological innovation in higher education by Sebastian Thrun, a pioneer of massive open online courses, and yet the task at hand had nothing to do with software or strategy. It had to do with citizenship.

The Philadelphia Convention, it was not. But the 12 educators, many of them well known in online-education circles, did manage to draft a document that they hope will serve as a philosophical framework for protecting the interests of students as online education, propelled and complicated by?the rise of MOOCs,?hurtles into a new phase.

Called ?A Bill of Rights and Principles for Learning in the Digital Age,??the document?proposes a set of ?inalienable rights? that the authors say students and their advocates should demand from institutions and companies that offer online courses and technology tools.

Those rights should include access and privacy, along with access to information about the financial models of institutions and companies offering online courses, write the authors.

Mr. Thrun, the founder of the MOOC provider Udacity, said his involvement in drafting the document does not amount to a pledge or endorsement by his company. And despite the legislative reference in the document?s title, the ?bill of rights? does not have regulatory teeth.

Still, its authors hope the document will frame the standards and expectations that guide universities and their constituents as online tools and platforms become part and parcel of traditional higher education.

Defining Terms

Online education has been around for decades, but the excitement surrounding MOOCs and the blending of business interests with traditional, mission-driven higher education threatens to obscure educators? obligations to students, said Cathy Davidson, an English professor at Duke University who helped write the document.

?The problem is, it?s been such a short time span and there?s so much hype around MOOCs, and some of the terms and agreements around MOOCs are so ill defined and changing and amorphous that no one knows what the business models are? or what rights students have as consumers, Ms. Davidson said.

?The idea is to have a larger conversation about this so that MOOCs don?t become the Facebook or Instagram of higher education?where you sign up for some free service and it turns out that you?re the product being sold,? she said.

The authors of the document express particular concern about the opportunity for online providers to collect and profit from data and content submitted by users. ?Students have a right to know how data collected about their participation in the online system will be used by the organization and made available to others,? they write. ?The provider should offer clear explanations of the privacy implications of students? choices.?

Students should also own the intellectual-property rights to any content they create by participating in online courses, the authors add. And online providers that offer the promise of some kind of credential or badge for completing coursework should be able to give students some indication of its ?authenticity, meaning, and possible recognition by others.?

Reorienting the Conversation

The best-known signatory of the ?bill of rights? is also perhaps its most surprising. To the extent that the document regards for-profit purveyors of online education as a potential threat to students? rights, Mr. Thrun would seem to be the subject of the authors? demands, in addition to being an author himself.

The Udacity founder said he had no objection to that. He said he wanted to reorient the conversation about MOOCs to focus on pedagogy rather than economics.

?It?s time for people to speak up [about] what the pedagogical objective really is, because we are trapped in a world that is excited about the enrollment numbers? primarily, Mr. Thrun said in an interview.

Mr. Thrun, whose company makes money by?helping companies recruit students?who have opted into Udacity?s job-placement program, said he hoped the proposed bill of rights would put pressure on the education-services industry, but also on traditional colleges and universities. When it comes to how they determine prices for online courses and where students? money goes, he said, some institutions are less than forthcoming.

?There?s a whole bunch of universities that use online education as a cash cow,? said Mr. Thrun. ?One of the questions that has arisen is that, if you can actually save money online, can you pass along those savings to the student??

Andrew Ng, a co-founder of Coursera, another for-profit MOOC provider, said he too was pleased by the idea of articulating and respecting the rights of online students.

?The idea of listing some of the rights we?d like to confer to students is a good one,? he said via e-mail. ?Fortunately, today?s MOOC movement is already led by many of the world?s top universities, which are used to serving students and respecting students? rights.?

One of the people involved in the fight had a student ID, and both people were wounded and hospitalized, said Harris County Sheriff's Maj. Armando Tello. A fourth person was also taken to a hospital for a medical condition, he said.

The two people involved in the fight are considered people of interest, Tello said. Authorities said they weren't looking for any other suspects, and they recovered one handgun at the scene.

Many opponents of stricter gun laws argue that further restrictions will impinge on the Second Amendment of the Constitution, which protects the right of citizens to bear arms. Gun control proponents counter that the Second Amendment allows for regulating gun ownership.

In Texas, several school districts have either implemented or are considering a plan to allow faculty to carry guns on campus. Guns are not allowed on college campuses, but the Texas Legislature this year may debate a bill that would allow them.

Mark Zaragosa said he had just come out of an emergency medical training class when he saw two people who were injured and stopped to help them. Officers had not yet arrived, he said.

"The two people that I took care of had just minor injuries," Zaragosa told KHOU. "One gentleman had a gunshot to the knee and the (other) actually had an entry wound to the lower buttocks area."

Richard Carpenter, chancellor of the Lone Star College System, said the?shooting?happened outside between an academic building and the library.

An employee called police and then herded the 30 to 40 people in the library into a small room and told them to crouch down, said Luis Resendiz, 22, who was studying on the second floor of the library.

Resendiz said the Connecticut elementary school?shooting?was the first thing he thought of when he heard gunfire and he wondered if a similar situation was happening on his campus.

"I didn't think something like this could happen. You don't think about it happening to you," he said.

Carpenter described the maintenance man as "in good shape." The man, said to be in his mid-50s, was listed in stable condition.

The Lone Star Campus System is a gun-free zone, Carpenter said. State officials said the school had a plan to handle a?shooting?or other emergency situation.

"It has been safe for 40 years," Carpenter said. "We think it's still safe."

At least 10 police cars clustered on the campus' west side as emergency personnel tended to the wounded and loaded them on stretchers. Students led by officers ran from the buildings where they had been hiding as police evacuated the campus.

Keisha Cohn, 27, who also is studying to be a paramedic, said she was inside a building about 50 feet (15 meters) away from where the shots were fired. She heard "no less than five" shots and started running.

She fled to the campus learning center, which houses computers and study areas. Eventually, a deputy showed up and escorted people out, she said.
