Laser communications set for Moon mission - Phys

An advanced laser system offering vastly faster data speeds is now ready for linking with spacecraft beyond our planet following a series of crucial ground tests. Later this year, ESA's observatory in Spain will use the laser to communicate with a NASA Moon orbiter.

The laboratory testing paves the way for a live space demonstration in October, once NASA's Lunar Atmosphere and Dust Environment Explorer ? LADEE ? begins orbiting the Moon.

LADEE carries a terminal that can transmit and receive pulses of laser light. ESA's Optical Ground Station on Tenerife will be upgraded with a complementary unit and, together with two US ground terminals, will relay data at unprecedented rates using infrared light beams at a wavelength similar to that used in fiber-optic cables on Earth.

"The testing went as planned, and while we identified a number of issues, we'll be ready for LADEE's mid-September launch," says Zoran Sodnik, manager for ESA's Lunar Optical Communication Link project.

"Our ground station will join two NASA stations communicating with the LADEE Moon mission, and we aim to demonstrate the readiness of optical communication for future missions to Mars or anywhere else in the Solar System."

Testing new European technology

The testing took place in July at a Zurich, Switzerland, facility owned by ESA's industrial partner RUAG and made use of a new detector and decoding system, a ranging system and a transmitter.

A NASA team, supported by the Massachusetts Institute of Technology, Lincoln Laboratory and the Jet Propulsion Laboratory, brought over their laser terminal simulator, while ESA together with RUAG and Axcon of Denmark set up the European equipment to test compatibility between the two sets of hardware.

"This interagency optical compatibility test was the first of its kind, and it established the uplink, downlink and the ranging measurement," says ESA's Klaus-Juergen Schulz, responsible for ground station systems at the European Space Operations Centre, Darmstadt.?

The first laser link-up with LADEE is expected to be attempted four weeks after launch, around mid-October.

Laser pathways to future space communication

Laser communications at near-infrared wavelengths may be the way of the future when it comes to downloading massive amounts of data from spacecraft orbiting Earth, Mars or even more distant planets.

These units are lighter, smaller and need less power than today's radio systems, promising to cut mission costs and provide opportunities for new science payloads.

Google TV getting Chromecast support in a future update

In the wake of the Chromecast announcement yesterday, some Google TV owners began to worry that Mountain View was taking a different approach to its smart TV business. But those fears were evidently unfounded, as the company's own Warren Rehman confirmed on his Google+ page that not only is Google TV alive and well, but it'll soon support Google's new HDMI streaming dongle. While we don't have an exact date on when Google TV will get the upgrade that introduces Chromecast functionality, we'll keep you posted as we learn more.

Yankees say A-Rod won't rejoin team in Texas

BOSTON (AP) ? Alex Rodriguez is not ready to rejoin the New York Yankees.

The team said Rodriguez has a strained left quadriceps and won't be able to return this week in Texas, as had been planned. Instead, he will remain on the disabled list and go back to Tampa, Fla., "for rest and treatment," the Yankees said in a statement issued before their game against the Boston Red Sox on Sunday night.

"He's going to be out for a while," manager Joe Girardi said after the Yankees lost 8-7 in 11 innings. "So we'll just deal with it and continue to play."

Mike Napoli hit a three-run shot after the Red Sox fell behind early, then he ended the game with a solo shot with two outs in the 11th ? ending the 4-hour, 46-minute game at 12:53 a.m. Monday.

Only a day before, it appeared A-Rod was on target to return from offseason hip surgery early this week. Now, it's unclear when he might be back.

"I haven't really talked to the doctors about it. You never know how quick a guy's going to heal," Girardi said. "Until they walk through that door and they're ready to play, I don't count on 'em. It's kind of like the trade rumors."

It's the latest blow to the depleted Yankees, missing several injured stars almost all season. Derek Jeter, Mark Teixeira and Curtis Granderson came back and quickly got hurt again. Rodriguez didn't even finish his rehab assignment.

Rodriguez and Girardi had said they were hoping the third baseman would be back for Tuesday night's game against the Rangers. But the three-time MVP was moved from third base to designated hitter for Saturday night's rehab game with Triple-A Scranton/Wilkes-Barre after feeling tightness in his quad and went 0 for 4 with three strikeouts.

He was sent Sunday to New York-Presbyterian Hospital to be examined by team doctor Christopher Ahmad, and an MRI showed a Grade 1 strain ? the least serious level. It's the same injury that landed Jeter on the 15-day DL after his one-game return from a broken ankle.

Jeter was injured July 11 and won't be back until late this month, at the earliest.

Before the quadriceps injury, the original plan was for Rodriguez to rejoin the Yankees on Monday in Texas. Girardi then told reporters at Fenway Park at about 5:50 p.m. on Sunday that Rodriguez might make his 2013 debut on Tuesday.

"I would be surprised if he played Monday. Tuesday's possible," Girardi said.

But at 7:37 p.m. ? about a half-hour before first pitch ? the Yankees sent reporters an email saying the nearly 38-year-old Rodriguez "will not be joining the team for its series in Texas."

Rodriguez had surgery on his left hip in January and hasn't played a major league game this season. His 20-day minor league rehab assignment expired on Sunday, and the Yankees had to activate him or leave him on the disabled list.

The team said it might petition Major League Baseball for another rehab assignment because of the new injury.

"I think we're all a little bit anxious to see how he looks physically and how he's moving," Girardi said before the results of the MRI were announced. "I've talked to people that have seen him and said he ran good yesterday. ... I am anxious to see. He hasn't played in a while and he's almost 38. You kind of want to see what you've got."

Rodriguez told reporters in Scranton, Pa., on Sunday that he expected to work out on Monday and be back in the lineup Tuesday. He wasn't sure if he would play third or DH upon his return, he said.

If Rodriguez can regain his MVP form ? rather than the one that got him benched during the 2012 playoffs ? his return would be a boost for a lineup that has been without most of its biggest stars.

Jeter went back on the disabled list Friday and has played only one big league game all season. Teixeira (wrist surgery), Granderson (broken pinkie), infielder Kevin Youkilis (back surgery) and catcher Francisco Cervelli (broken hand) are also out.

During the offseason, Rodriguez's name surfaced in an investigation of Biogenesis, an anti-aging clinic in Florida linked with the distribution of performance-enhancing drugs. He met with investigators from Major League Baseball earlier this month.

Is China finally opening up to videogame consoles? | Lazygamer ...

ChineseGamers

We all know about China?s wealth and how they are pretty much dominating every industry they enter but what a lot of people don?t realise is that gaming consoles such as the Xbox 360 and PlayStation 3 are still not sold in the country of a billion people.

Way back in 2000 the Chinese government decided that videogames could possibly corrupt the youth of their perfect communist country and as such games were subsequently banned.

However that may be about to change with the Chinese government debating whether or not they will start to allow the sales of videogame consoles in the Shanghai free trade zone. The plan is to sell the console for a short period of time in Shanghai and then monitor how it progresses. If it goes well then the entire market may open up with could turn out to be a massive turn of events for the console manufacturers.

Which in turn will change things for every one of us. Could you imagine the development budgets of publishers when they know the market is now three times the size it used to be. Granted we may all end up with some seriously weird games with Chinese ethics in all the wrong places but I for one am ready to worship my new overlords if we get more quality games.

New BLM Fracking Rule will Cost Drillers Nearly $100K per Well ...

So just how much will the proposed new fracking rule (for wells fracked on public lands) from the Bureau of Land Management cost drillers? The Western Energy Alliance hired the respected economics firm John Dunham & Associates to run the numbers. What they found was that if the new rule goes into effect as written, it will cost drillers an extra $96,913 per well on average, making it cost prohibitive to even bother drilling some wells. Perhaps that?s the intent??The new BLM rule will likely not affect Marcellus and Utica Shale drilling because there is very little federal/public land in the northeast. So why bother to report on it? Because Obama administration officials have expressed their desire to one day ?encourage? (i.e. force) the new BLM rule to be used for drilling on private land as well (see?Feds ?Hope? States will Use BLM Rules for ALL Fracking).

The press release from the Western Energy Alliance, along with the full economic analysis from John Dunham & Associates:

How debt-laden French cities avoid Detroit?s fate: sue the banks

Within hours of Detroit filing the biggest municipal bankruptcy in U.S. history on July 18, French TV and other media followed up with the reassuring message that, in France at least, such a turn of events would be impossible. Under French law, municipalities are required to balance their budgets, and the national government can ? and occasionally does ? intervene to force them to comply.

But take a closer a look at what?s been happening since the 2007 financial crisis, and a rather more nuanced, and surprising, picture emerges. For more than a dozen sizable towns and districts across France have been caught in a vicious debt trap that has seriously imperiled their financial well-being. In turn, they have mounted a furious counterattack that involves suing the banks that financed their credits. At the same time, they have launched an intense lobbying of national government for substantive help to shore up their finances.

On both counts they?re winning, in a way that would turn Detroit green with envy.

The national government has thrown a lifeline to the troubled communities, unveiling an arsenal of new measures ? including about $4 billion in extra cash ? to help assuage the crisis. And, to their delight, the local authorities have won landmark judgments against the banks that call into question the very validity of the loans they took out.

Similar initiatives have been launched by municipalities in other European nations, including Germany and Italy, with more mixed results.

A prime example of the French counterpunch strategy is to be found in the Seine-Saint-Denis district to the northeast of Paris, population 1.5 million. The first two numbers of its zip code, 9-3, have become synonymous in France with poverty, urban decay and racial tension, akin to the way Detroit is sometimes perceived in the U.S. The unemployment rate is 30 percent higher than the national average, while household income is 30 percent lower, according to official statistics. It was here that the worst of the 2005 civil unrest took place. Since then, local finances have become seriously messed up, in large part because of reckless borrowing by the former communist party officials who dominated local politics for years.

More than 90 percent of Seine-Saint-Denis? borrowing, totaling about $1.25 billion, was in the form of ?structured? loans, about two-thirds of which have turned toxic. These floating-rate credits provided an initial, highly favorable teaser rate for several months, and then were pegged to baskets of interest rates or foreign currency exchange rates that turned out to be highly volatile.

In February, Seine-Saint-Denis won a major victory against its main creditor, the Franco-Belgian bank Dexia. The Nanterre court ruled that the bank had provided insufficient information to the district authorities about three particularly risky loans totaling $260 million, and it ordered that the rates on them be cancelled. Instead of paying between 5 percent and 9 percent, Seine-Saint-Denis was only required to pay a rate of 0.7 percent, the court ruled.

The legal case was just one of 17 different suits filed by Seine-Saint-Denis against its banks, but it has quickly been viewed as a precedent in other afflicted towns, including Saint Etienne, which signed on to loans at a preliminary 4 percent rate that were indexed to the Swiss franc-British pound exchange rate. The rate soared as high as 24 percent at one point, doubling the town?s $160 million nominal debt. Saint Etienne, too, is suing its bankers.

The victory was especially sweet for Claude Bartolone, currently Speaker of the French parliament, who previously served as president of the Seine-Saint-Denis regional authority from 2008 to 2012.? In 2011, he headed a parliamentary investigation commission into the financing of local authorities that likened some of their borrowings to ?a time bomb?; overall some $25 billion in local government financing was potentially perilous, the commission?s report found, more than half the total. The report spread the blame among local officials who ?lacked competence? in arcane finance, the national government that had been ?myopic? about the dangers despite some warnings, and above all, the banks, ?which developed a systematic and very aggressive sales policy that was often deceptive.?

Political pressure from Bartolone and others has translated into a slew of new measures over the last year, as the administration of President Fran?ois Hollande has ridden to the rescue of beleaguered local authorities. In a Nov. 2012 speech outlining the changed policy, Finance Minister Pierre Moscovici talked about how ?we inherited a dangerous and greatly deteriorated situation.? The new measures include about $4 billion in a new special savings pool, a revamped national borrowing strategy orchestrated by the government and financed by two state-owned banks, and the help of central government experts both in analyzing troubled loans and in renegotiating them on behalf of troubled municipalities.

In other words, the government has come down clearly on the side of the troubled communities, and against the banks, whose ?duty,? in Moscovici?s words, ?is to continue lending to local authorities.?

The previous administration of President Nicolas Sarkozy took a tougher line on the issue: in 2009, it intervened directly in the small town of Grigny, just outside Paris, after its budget deficit soared from about $2 million to $18 million between 2006 and 2009. The national government?s representative, the ?pr?fet,? preempted the town council, as he is entitled to do in extreme cases, ordering a 50 percent increase in local taxes and a range of spending cuts.

With Hollande?s government taking a different approach, there is an element of schizophrenia at play, since the most significant lender to local government in France, Dexia, is owned by the governments of France and Belgium, and has itself received $8.6 billion in bailout funds from the French government alone. Paris is thus funding both the troubled municipalities and their troubled bank lender simultaneously.

Compounding its woes, Dexia is also reportedly caught up in the Detroit bankruptcy, one of several European bank creditors to the U.S. city. Among the heavy burdens weighing on Detroit, is the cost of funding the retirement of city workers; that wouldn?t be the case in France, where the national government, not municipalities, are on the hook for retirement funding.

If only it had remained French, as it was until 1760, Motor City?s fortunes might today be quite different.

Hagel says 20 per cent pay cut on military's civilian workers to continue next year

Taipei News.Net Monday 22nd July, 2013

"Those are the facts of life...," he said about furloughs, the unpaid leave workers are scheduled to take through the end of the fiscal year.

"We're going to have the furlough... situation until the end of 2013. 2013 is over," Hagel told about 300 Defense Department employees, most of them middle-aged civilians, at an Air Force reception hall on a military base in Charleston.

"(The fiscal) 2014 begins Oct. 1. If sequestration continues, which as you all know is the law of the land, then probably we'd see that kick in Jan 1 that $52 billion cut for the rest of 2014."

Further increasing their worries, the secretary said future layoffs were also possible for the department's civilian workforce of more than 800,000 employees if Congress fails to stem the cuts in the next budget year, which starts Oct 1.

He was speaking at a town hall meeting at Naval Air Station Jacksonville, Florida.

The defence secretary has been on a tour of military bases to spread the message of the harmful effects of sequestration, especially on the civilian workforce that's taking one-day-per-week furloughs through the end of the fiscal year.

The Pentagon budget is being cut $37 billion this year; the furlough of civilian workers will save about $2 billion.

"Do I think it's going to get better? As I said, I have to lead this institution not based on what I think, what I hope, what I believe, may be. I've got to prepare this institution and our people for the facts of life and the reality as it is and the law that is now in place," he said.

The furloughs have led to more than 650,000 Department of Defense workers losing 20 per cent of their pay over the next three months.

Hagel said there have been 150,000 exemptions to furlough, based on priorities related to safety and security.

"When you take a $37 billion cut, that wasn't anticipated, wasn't planned for, now, you can have flexibility in the reprogramming of accounts, which we need, which we ask for all the time with Congress, but that doesn't ... make up for the $37 billion," he said.

He said he was deeply sorry for the strain the crunch has put on families but stressed he would not slash troops' training or other readiness budgets any further to prevent huge gaps in national security.

"We took a $37 billion cut this year and you see the consequences of that. And, if you take a $52 billion cut there'll be continued significant and serious reductions. We are preparing for different options, but I think it's fair to say, if we're going to be living with an additional $52 billion cut there are going to continue to be bad news with every aspect of our budget."

"If the $52 billion cut remains in place, there will be further cuts in personnel, make no mistake about that. I don't have any choice."

Brad Pitt "finalises arrangements" for his wedding to Angelina Jolie

It looks like Brad Pitt and Angelina Jolie's wedding could be just around the corner.

Brad arrived in France - where the couple plan to marry - on Wednesday morning, reportedly to finalise arrangements with their wedding planner.

A source from Brignoles, near the Jolie-Pitt?s French Chateau Miraval vineyard estate, told X17: "The rumour around town is that Brad and Angelina will finally have their wedding.

"Local shops have been contacted for some supplies and they finally finished construction on their property."

The couple have been renovating their sprawling ?35m home and now the work is complete it seems their big day's been given the green light.

Angelina Jolie and Brad Pitt

Not only that, but Brad, 49, and 38-year-old Ange always said they wouldn't marry until it was legal for everyone.

The Supreme Court has now overturned the Defense of Marriage Act, which means the couple should be happy to tie the knot.

Brad proposed to Angelina back in 2011 so we've been waiting a while for them to make it official.

Mum-of-six Angie has reportedly recently indicated that their wedding will be happening "sooner rather than later."

A source told Mail Online: "Angie is keen on a wedding and the kids are clamouring for a marriage and keep asking Brad and Angie when it's happening."

We wish they?d hurry up!

Bomb detonated at Beijing airport; 1 injured

BEIJING (AP) ? A man in a wheelchair set off a homemade bomb in Terminal 3 of the Beijing International Airport on Saturday evening, injuring himself but no one else, Chinese state media reported.

Order was quickly restored and no flights were affected by the explosion, state-run China Central Television said on its microblog.

The official Xinhua News Agency said a wheel-chaired Chinese man set off the device outside the arrivals exit of Terminal 3 at around 6:24 p.m. It said the man was being treated for injuries, but that no one else was injured in the explosion.

CCTV, which also reported that no one else was hurt, identified the man as Ji Zhongxing, born in 1979 and from the eastern province of Shandong.

It was not immediately clear why the man set off the bomb. Police are investigating the incident, Xinhua said.

Photos posted by CCTV on its microblog showed the area outside the arrivals exit empty and filled with smoke. One photo showed medical staff and police officers hovering over a person, with a wheelchair sitting on its side a few steps away.

Reached over the phone, the airport's news office said it was not aware of the explosion, and airport police declined to answer questions.

Mandela's old S. Africa neighborhood hard hit by drugs and unemployment

Children sit on a wall with an old painting of Nelson Mandela on a street of Alexandra township on June 27, 2013. (ALEXANDER JOE/AFP/Getty Images)

JOHANNESBURG, South Africa ? Across the street from Nelson Mandela's former home, the hulking Alexandra Heritage Center stands empty and abandoned.

The ambitious project to attract tourists was never finished. It's a visible reminder of mismanagement, waste and empty promises in Alexandra, one of many impoverished black townships in South Africa ravaged by unemployment and drugs.

Swazi Ntshingla, 43, lives near the one-room shack that Mandela, apartheid struggle icon and South Africa's former president, rented in the early 1940s. Today, she is frustrated with the lack of opportunities for the jobless youth.

Pointing to a vacant building across the street, attached to the heritage center, she says: ?It causes problems,' explaining that this is where teenagers go to smoke a drug called ?nyaope.'

It's a highly addictive and damaging cocktail drug that can include heroin, marijuana, rat poison, anti-retrovirals used to treat HIV/AIDS, and crystal methamphetamine, known locally as ?tik.'

Gangs and violence plague Alexandra, and some locals say that life is only getting worse with the drug epidemic that is plaguing township youth.

South Africa's population is largely young, and out of work. Census figures show that 72 percent of South Africa's unemployed are younger than 34, while 65 percent of black youth are without jobs.

Overall, unemployment in South Africa is officially at 36.7 percent when you include workers who have simply given up looking for a job.

Mandela was 23 years old when he moved to ?Alex,' as it is known, one of the oldest townships in South Africa, a slum near the wealthy areas of northern Johannesburg.

Young, broke and seeking his fortune in the big city, he moved into a one-room, dirt-floor shack rented from the Xhoma family on Seventh Avenue.

?Life in Alexandra was exhilarating and precarious,' Mandela would later write in his memoirs from prison. ?Its atmosphere was alive, its spirit adventurous, its people resourceful.'

But in 1941, Alexandra was also dangerous, ?desperately poor' and ?desperately overcrowded,' he wrote. ?Every square foot was occupied by either a ramshackle house or a tin-roofed shack.'

It is a description of Alexandra that could still fit today, more than 7 decades later.

Ntshingla said the area around Mandela's former home has been improved with paved roads, but little else despite many promises over the years.

The room Mandela rented is marked with a small plaque and a badly weather-beaten signboard. Garbage strews the dirt yard around the home.

?The house is not looking good,' Ntshingla said. ?We should not have the yard looking like this. A lot should have been done.'

In comparison, in Soweto, the famed township south of Johannesburg where Mandela would later live, the change is visible. Parts of Soweto have become virtually middle class, with upscale malls and health clubs.

Vilakazi Street, where Mandela lived in a matchbox house with his first wife Evelyn and later his second wife Winnie, has boomed thanks to a steady stream of foreign tourists, and local entrepreneurs opening restaurants and guest lodges. The area was given a facelift ahead of the 2010 soccer World Cup, with proper sidewalks, landscaping and visitor-friendly signage.

At a youth drug and alcohol center in Alexandra, Emmanuel Mangena, 40, said that lack of opportunities and the easy availability of drugs are the township's biggest problems.

?It's killing people,' he said.

More from GlobalPost: South Africa's perfect storm

Mangena, who was born and raised in Alexandra, said Mandela's connection to the township is ?a source of pride.' The drug treatment center is located in a church where Mandela, an avid boxer, is reputed to have once trained.

But grinding poverty and a lack of basic services are continuing problems. In some parts of Alexandra, up to 20 families share one toilet, Mangena said. The electricity goes out every day.

?Poverty is very rife here because the people don't work,' he said. ?I grew here, I'm used to it. But things are changing from bad to worse.'

In a recent speech, President Jacob Zuma said that in past decades black youth would fight against white minority rule for freedom and a better life.

The fight today is against alcohol and drug abuse, he said, with youth becoming ?slaves of drugs such as nyaope,' and worsening social problems such as crime and domestic violence.

?We must fight the scourge with the same vigor that we fought apartheid,' Zuma said. ?We must today declare drug and alcohol abuse as the enemies of our freedom and democracy.'

Hubener came up with the bases loaded and knocked home Cam Cossette and Brendan Pounds, followed by Ian Strom scoring on a overthrow home to make it 6-3 Milford heading into the bottom of the fifth.

Matt Ferrelli went 1-for-3 with a two-run home run in the fourth inning to close Auburn's lead to 4-3. Milford starter Mike Tracy picked up the win allowing four runs on seven hits and striking out four in six innings, while reliever J.J. Branch allowed two hits and struck out one in the seventh inning.

Microbes can influence evolution of their hosts

[unable to retrieve full-text content]Contrary to current scientific understanding, it appears that our microbial companions play an important role in their hosts' evolution. A new study provides the first direct evidence that these microbes can contribute to the origin of new species by reducing the viability of hybrids produced between males and females of different species.

Gene breakthrough shows Neanderthals in new light

WHEN Neanderthal bones were discovered in the 19th century, their robust build and heavy brows led palaeontologists to characterise them as brutish, and their name is still pejorative today.

Since then, we have found ample circumstantial evidence to suggest this stereotype is far from fair. Tools, jewellery and even cosmetics discovered among Neanderthal bones suggest that they were uncannily like us ? a view strengthened when their genome was sequenced, showing a remarkable genetic overlap.

Now the Neanderthal epigenome ? the system of on/off switches that modify gene activity ? has been deciphered (see "First look into workings of the Neanderthal brain"), allowing us to directly assess the mental life of our extinct cousins for the first time.

This work is just beginning. Whether it clears the Neanderthal name remains to be seen.

Leaked Google Nexus 7 images and video show newer, sleeker iPad mini competitor

Google readying new, sleeker Nexus 7 to try and better compete with the iPad mini

Apple wasn't the first small-sized tablet on the market but it's iPad mini has been far and away the most successful to date, so it's no surprise Google wants to get back into the game with a new, improved Nexus 7. Rumors of just such a sequel device have been circulating for a while now, but our sibling site has now gotten their hands on the first pictures and video of what just might be the next Nexus 7. Phil Nickinson from Android Central:

The specs slapped onto this little lost tablet include the expected 7-inch LCD display and, new this time around, a pair of cameras. There's a 1.2-megapixel shooter from LITEONMOBILE on the front, and 5-megapixel camera by Chicony on the back. The rear camera appears to be situated in the same corner as the 3.5mm headphone jack. The listed motherboard points to Qualcomm's APQ8064 with a Qualcomm Snapdragon S4 Pro processor.

I still have the original Nexus 7 and haven't used it in months. It just wasn't very good. The aspect ratio was awkward for portrait use and it took way too long to get pervasive landscape support. It also suffered from a bunch of weird battery issues. However, since then the iPad mini has proven there's huge volume and huge money to be made in the small tablet market, and Google's proven nothing if not that they're a persistent, intelligent, and adaptive competitor.

Sadly, the aspect ratio doesn't look to have been improved here, but everything else looks much, much better. Combine it with the latest version of Android, and a super-low price, and it could be hugely attractive to the non-Apple market.

And let's face it, the tablet market is still desperate for great, non-Apple products. I'll be getting one, of course, and here's hoping Google nails it. Because otherwise the only competition we'll see is from future versions of the iPad mini.

Check out the video and additional images via the link below, and then come back and tell me - will this be a seriously competitive small sized tablet?
